Job Summary: Under the direction of the Chief Financial Officer, the Director of Fiscal Services will direct, plan and organize the district financial systems; direct the preparation of all Federal and State reports; direct the preparation of the annual budget and perform the more complex duties connected with the financial expectations of the district. 

Essential Duties and Responsibilities:

    • Plan, organize and direct business operations including budget preparation and control records; payroll and benefits records systems; and necessary records for use in preparation of Federal and State reports.
    • Proper disbursement of funds for materials, supplies, equipment, salaries and benefits.
    • Assist the Chief Financial Officer in financial planning and problems involving deviations from policy or precedent.
    • Perform special financial or statistical research or analytical studies to assist Administration in the formulation of new policies and planning of new or revised programs or procedures.
    • Communicate with program managers, site administrators and home office administrators regarding business office activities and requirements.
    • Responsible for purchasing functions and compliance with Federal and State procurement requirements.
    • Prepare interim and annual financial and cost accounting information and multi-year projections for LEA, Authorizer, County, State and Federal reports; audit and maintain financial records and assure accuracy; plan, develop and maintain financial information storage and record retrieval. 
    • Collaborate and provide financial information on educational and operational plans such as the LCAP.
    • Prepare and present Board reports and Board agenda items as they relate to business functions.
    • Plan, organize and facilitate organization meetings, committees, and trainings.
    • Assist with school site and departmental budget development.
    • Assist with enrollment projections as needed.
    • Assist with proper allocation of revenue.
    • Train, supervise and evaluate staff.
    • Performs other duties as required to accomplish the objectives of this position.

Knowledge of:

    • Principles and practices of governmental accounting on a fund basis.
    • Familiarity with the California School Accounting Manual.
    • General accounting theory and practice.
    • Budget development.
    • Financial analysis and research methods.
    • Internal and external auditing.
    • Principles of supervision.
    • Charter school operations.
    • Google docs and advanced Excel formulas.
    • Office procedures, methods and equipment/technology.

Skills and Ability to:

    • Set up and maintain a fiscal record system in a school setting.
    • Establish and maintain effective budget monitoring and controls.
    • Analyze and interpret financial reports, perform difficult financial analyses.
    • Learn and apply laws, rules and regulations affecting school district budgeting and accounting.
    • Prepare clear and concise reports that communicate data in narrative and graphic formats.
    • Analyze, devise and recommend changes in operations, procedures and forms.
    • Effectively communicate orally and in writing.
    • Establish and maintain cooperative working relations with those contacted in the course of work.
    • Understand and prepare all Federal and State reports.
    • Meet schedules and timelines.
    • Assure compliance with organization policies and procedures.

Working Environment/Physical Demands:

    • Office environment.
    • Work at a desk, conference table, small student classroom table or in meetings in various configurations.
    • Hand/eye coordination and manual dexterity to write and operate a personal computer keyboard.
    • Hear and speak to make presentations and to exchange information in person and on the phone.
    • Hear and understand speech at normal levels.
    • See to read a variety of materials, to prepare documents and reports, and to supervise co-workers.
    • Sit or stand for extended periods of time. 
    • Reach overhead, above shoulders and horizontally, bend at the waist, kneel or crouch.
    • Lift 20 pounds using proper lifting methods.
    • Carry objects weighing up to 15 pounds. 

Education and Experience:

    • Minimum bachelor’s degree in accounting or related field is REQUIRED!
    • Minimum of four years of recent experience in governmental accounting and administration.
    • Demonstrated ability to perform year-end close.
    • Demonstrated experience with budget development/management.
    • Strong supervisory experience.
    • Experience working in a school setting.
$140,000 - $160,000 a year
At Fortune School of Education, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $140,000 - $160,000 annually.
