Salary: $5,550 per month commensurate with experience and qualifications

Summary

Payroll duties and responsibilities include but are not limited to processing payroll, maintaining time keeping records, reviewing payroll and payroll reports for accuracy, administration of payroll information system to ensure compliance with DOL and IRS regulations.  Assure timely and accurate documentation and processing of payroll, produces reports, provides thorough audit of payroll and benefits. 

Human Resources duties and responsibilities include but are not limited to ensuring policies and procedures are in compliance with Local, State, and Federal employment regulations, data entry and record-keeping, assisting with personnel issues and special projects as assigned.
 
Essential Functions
 
The following responsibilities represent the essential Payroll functions of the position: 
 
1. Process semi-monthly payroll, including wage and overtime payments, calculations and recording of payroll deductions, and requests for stop payment/re-issues.
2. Verifies timekeeping records, maintains time and attendance records using paper timesheets and electronic time management system.
3. Reviews payroll before finalizing to ensure accuracy.
4. Prepares and transmits payroll data for process with vendor.
5.    Generates and verifies payroll reports out of payroll system.
6.    Prepares periodic reports of earnings, taxes and deductions.
7.    Verifies and reconciles W-2s prior to issuance.
8.    Sets-up garnishments and levies.
9.    Process off-cycle manual checks and termination pay checks.
10.  Administers direct deposit functions, pre-note processes and system data.
11.  Other duties as assigned.
 
The following responsibilities represent the essential Human Resources functions of the position: 
 
1.     Proper implementation of employee wage and benefit changes, policies and procedures.
2. Assures compliance with all State and Federal employment laws. Monitors and advises department managers on employment documentation issues. 
3. Conduct and audit proper filing and recordkeeping – Personnel files, I-9s, Driver documents, Affirmative Action documents, Safety Binder, SDS, Worker’s Compensation, Insurance Certificates etc.
4. Be able to work on different HR platforms/HRIS.
5. Assist with scheduling meetings and taking notes as needed.
6. Oversee Safety Inspections, Emergency Drills on monthly basis.
7. Assist with recruiting functions for agency staffing
8. Complete employment verifications
9. . Assist with special projects, investigations, conflict resolution strategies.
10. Assist with internal auditing and preparation for external audits
11. May perform other duties as assigned. 
 
Required Knowledge and Skills
 
Proficiency with Microsoft O365
Proficiency with Payroll & HRIS Systems (ADP Workforce Now preferred)
Knowledge of electronic transmission of payroll data
Knowledge of general payroll practices
Knowledge of DOL and IRS rules for employment payroll
Knowledge of Local, State, and Federal employment laws and practices. 
Ability to interact effectively with individuals, groups and diverse population.
Excellent oral and written communication skills.
Keen eye for detail
 
Qualifications Required
 
High school diploma, G.E.D. or equivalent required, degree in Human Resources, Business Administration, Finance, Accounting or similar preferred. Two years of related experience working in a Payroll or Human Resources office or an approved combination of relevant experience and education.
 
Environmental Conditions
 
Primarily an office environment.  Long periods of sitting and computer use.  Time spent on the telephone and in meetings vary.  Some early morning and/or evening work hours may be required.
$5,550 - $5,550 a month
