Position Overview
The Veterans Health Administration (VHA) is the nation’s largest integrated health care system, providing care to more than 9 million Veterans annually through 1,321 facilities, including 172 medical centers and 1,138 outpatient clinics. As part of VHA’s Office of Discovery, Education and Affiliate Networks (DEAN), the Center for Care and Payment Innovation (CCPI) was established under Section 152 of the MISSION Act of 2018 to advance VHA as a leader in developing data-driven, value-based health care solutions.

The CCPI mission is to transform Veteran care, reduce costs, and ease administrative burdens by leveraging innovation, cross-agency collaborations, and robust data analytics. CCPI is also responsible for implementing Sections 105 and 107 of the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, which requires piloting new value-based care approaches, reporting to Congress, and developing mechanisms to incentivize providers and improve Veteran access and outcomes.

The Data Analyst will play a critical role in operationalizing VHA’s value-based care strategic plan by providing analytic, programmatic, and evaluation support for pilot programs authorized under the E. Dole Act. This position requires expertise in data collection, integration, analysis, and visualization to evaluate pilot outcomes and inform decision-making across VHA, Congress, and other key stakeholders.

Data Analysis and Integration Responsibilities

    • Collect, integrate, and analyze pilot program data provided by CCPI.
    • Maintain and utilize a Performance Dashboard to evaluate programmatic impacts on VA costs, Veteran experience, healthcare quality, and service utilization.
    • Apply industry best practices in data management, integration with CMS initiatives, and alignment with federal health standards.

Program Evaluation and Reporting Responsibilities

    • Provide recommendations on data and record-sharing needs for implementing value-based care pilots.
    • Develop methods to capture and calculate efficiency indicators and patient outcome measures.
    • Support the preparation of legislatively mandated reports and presentations for Congress and senior VHA leadership.
    • Deliver high-quality, data-driven insights to support strategic communications and policy recommendations.

Program and Project Support Responsibilities

    • Assist in program management, change management, and transition activities related to pilot implementations.
    • Contribute to the development of toolkits of incentives for VA, community care providers, and Veterans, with a focus on both monetary and non-monetary approaches.
    • Update and maintain a pilot roadmap, incorporating metrics, strategic alignment with CMS data, and integration into broader VHA initiatives.

Stakeholder Engagement and Communication Responsibilities

    • Support communications with internal VHA stakeholders, external federal partners, and Congress.
    • Translate complex analytic findings into accessible formats for non-technical audiences.
    • Provide input on healthcare-related promotional and educational materials.

Required Qualifications

    • Bachelor’s degree in Public Health, Data Analytics, Health Services Research, Statistics, Economics, or related field.
    • 3+ years of professional experience in data analysis, program evaluation, or healthcare research.
    • Strong proficiency in data management and visualization tools (e.g., SQL, Power BI, Tableau, or similar).
    • Knowledge of federal healthcare systems, policies, and value-based care principles.
    • Demonstrated ability to synthesize complex data into actionable insights and recommendations.
    • Excellent communication, writing, and presentation skills

Preferred Qualifications

    • Master’s degree in Public Health, Data Science, Health Administration, or related field.
    • Experience with healthcare payment innovation models.
    • Familiarity with VA health systems, VHA programs, or prior work in federal healthcare consulting.
    • Knowledge of Section 508 accessibility requirements for data visualization and reporting.
    • PMP, Lean Six Sigma, or related certification.

$145,000 - $155,000 a year
This range is not a guarantee of compensation or salary, as Ibility reviews every candidate based on experience, location, education, industry experience, and comparisons to internal pay bands.
