The International Budget Partnership (IBP) is currently seeking a part-time (3 days a week) Global IT Manager to join our team. The Global IT Manager oversees the strategic planning and process improvements, procurement, implementation, security, protocols, and management of Information Technology solutions for IBP worldwide (75 staff, working in 14 different locations around the globe). Duties also include training employees and managing quality assurance for all IT-related matters.

ESSENTIAL DUTIES of the JOB include, but are not limited to, the following:
- IT planning:
- Identifies new developments and technologies; anticipates resulting organizational modifications.
- Assists as top-level contact for end users in determining requirements and/or solutions.
- Allocate and manage funds IT related assets IBP-wide.
- IT technical support and management:
- Develop jointly with the 3rd party IT support provider strategy for helpdesk, inventory, infrastructure, and cybersecurity.
- Manage IBP third-party IT support provider including day-to-day oversight of pending issues reported, follow up on specific projects, monthly performance review, and other oversight.
- Maintain licenses/subscriptions/customer accounts, not limited to zoom, zoom phone, Adobe, DocuSign. Serve as point of contact for staff for those licenses/accounts.
- For the US Office in DC, manage internet contract, AV systems, printer contract. Point of contact for staff in case of support needed.
- Microsoft infrastructure administration:
- Maintain IBP global Microsoft infrastructure including accessibility and protection of data, design of SharePoint sites, intranet management, optimization, integrity of the overall architecture.
- Salesforce Database administration:
- Initiates and manages Salesforce development projects and process improvements, including project timeline, technical support, assignments, trainings, needs analyses, and consultants.
- Oversees day-to-day maintenance of the Salesforce platform used by IBP personnel.
- Serves as the point of contact, provides technical support to employees, and troubleshoots issues with Salesforce developers.
- Maintain a list of Salesforce providers / developers that can support IBP.
- IT equipment:
- Procure IT equipment for the whole organization, coordinate with the 3rd party IT support provider for on-boarding and off-boarding IT requirements, manage shipping delivery of IT equipment to staff.
- Maintain IT equipment and warranties inventory.
- IT training:
- Identify and deploy appropriate IT resources, equipment, and upgrades for IBP staff and office needs, and train IBP personnel on their basic applications, including during onboarding orientation and upgrade trainings.
- Design trainings and workshops for staff annually based on a need assessment.
- Design and implement an active program of sensibilization to cybersecurity (including trainings, refreshers, policies, and reminders)
- Operations and policies:
- Maintain, update, implement and communicate global IT policies to ensure network security, data privacy, equipment protection and reliability in a distributed team environment. If gaps are identified, develop the missing policies.
- Ensures compliance with donors requirements and government regulations in the different countries of operations that apply to systems operations.
- Maintain up-to-date knowledge of emerging technologies and trends in the industry.
- Performs other related duties as assigned.
- Other:
- Complies with all administrative and financial policies and procedures.
- Complies with all office protocols, policies, and procedures.
- Participates in periodic review meetings and initiatives to work through process improvements for operational and financial protocols, policies, and procedures.
- Participates in IBP all-staff retreats and calls, and in all IBP Finance & Operations team meetings.
EDUCATION:
- Bachelor’s degree, or equivalent work experience required.
EXPERIENCE:
- Bachelor’s degree in information technology, computer science, software engineering, or a related field.
- At least 7 to 8 years of experience in administration of information systems and technology, with increasing level of responsibility throughout.
- Experience in managing IT infrastructure and services (directly or through an external service provider), preferred at a global level.
- Experience with small/medium size IT projects planning and implementation.
- Experience with computer networks, and network administration.
- Proficient in computer hardware, technology applications and interface, and IT security.
- Proficient in Microsoft Windows software, including cloud server, office, SharePoint, and exchange.
- Proficiency in Salesforce administrator functions required.

- Broad knowledge and experience of computers with Windows OS in both hardware and software.
- Budget development and oversight skills.

PHYSICAL DEMANDS:
- Duties are generally carried out in a normal business office environment – i.e., working at a computer while sitting at a desk for extended periods of time.
- International travel may be required.
The Finance and Operations team is based in Washington, DC. Although a candidate in the DC area is preferable, location is negotiable based on experience. Remote work is currently allowed for staff living in the DC/VA/MD area or internationally. For local staff, occasional visits to the DC office may still be required. Remote work availability is subject to change.
