About This Position
The Government Affairs Lead for California and the West is the state’s policy expert inside the company’s Government Affairs team and will lead expansion into other western states as needed by Intersect Power. This position today is responsible for oversight and management of all relevant California state legislative and regulatory activity in support of the company’s development and operations activities in the state including the California Legislature, the CPUC, and the CEC. External representation of the company with key stakeholder groups including trade associations, labor, eNGOs, and others is also in scope. The person in this position will strategize and lead campaigns to achieve our legislative and regulatory goals and will ensure the company’s development priorities are aligned with political reality and market opportunity. The position reports to the Head of State Government Affairs and will work directly with the company’s West Development team, Permitting team, and Community Engagement team. The position is based in the Sacramento region and will require in-person engagement at the Capital and aforementioned agencies.
Responsibilities and Duties
- Represent the company on a regular basis before the state legislature and relevant state agencies and maintain relationships with state policymakers and staff, executive branch agencies and officials, and other key stakeholders.
- Identify strategy and resources needed to achieve the company’s California policy priorities
- Lead campaigns and manage and deploy resources to accomplish specific California Government Affairs objectives at the state policy level
- Advocate the company’s policy positions and build consensus with legislative staff, regulatory staff, grid operators and industry partners
- Manage and deliver the company’s political contribution budget in a prioritized and effective manner
- Serve as an in-house expert on California state government and advise internal colleagues on emerging risks and opportunities and translate into specific offense or defense actions needed to facilitate the company’s business plan
- Actively engage the company’s trade association memberships and other advocacy groups at the state level and coordinate positions and information across the company’s permitting and development teams
- When needed build coalitions across like-minded companies, aligned interests, and third-party groups
- Understand critical milestones across permitting, development, and community engagement teams and support achievement where a state government affairs nexus exists
- Planning, budgeting, hiring and managing of outside consultants, lobbyists and legal counsel
- Manage internal communication and reporting on policy issues and related news
- Potentially manage West Region Gov Affairs staff
- Other projects and duties as needed to achieve business objectives
Qualifications and Skills
- At least 5 years (more is preferred) of relevant private sector experience interacting with energy policy issues and managing government affairs in California
- Excellent problem solving and strategic thinking skills with the ability to add value through creative input and forward-thinking
- Highly driven, detail-oriented and hard working with high standards for themselves and others
- Ability to summarize and present complex issues and opportunities into succinct and actionable terms
- Demonstrated success in small group leadership and consensus building
- Good political judgment and commercial sensibility
- Outstanding verbal and written communication skills
- Ability to proactively connect with the company while working from home
- Ability to deal effectively with diverse individual types at all organizational levels
- Strong vision for new ideas and connection of divergent information
- Ability to maintain absolute discretion and exercise sound judgment
Physical and Sensory Requirements
- Mostly sedentary work; using standard office equipment including: a computer, keyboard, and telephone.
- Position is part of a remote team, with regular electronic and video communication.
- Position requires in-person interaction as an external-facing representative of the company with government staff and officials in multiple parts of California, requiring travel travel specific to this role up to 20% of the time
- Position also requires some travel for company-wide meetups: ~5 weeks total through a calendar year.

- Salary: USD $150,000- $170,000 base salary with 20-30% annual target bonus
