About This Position
We are looking for a water & gas infrastructure subject matter expert (SME) to lead development activities to comply with federal, state, and municipal regulations for water supply, wastewater disposition, natural gas generation, and datacenter development to support our clean infrastructure portfolio. This role will play a critical part in delivering offsite water & gas infrastructure to enable gigawatt-scale renewable energy projects including wind, solar PV, BESS, and energy offtake projects such as green fuels and datacenters. You’ll be responsible for project management, due diligence, negotiating utility service agreements, discretionary permit processing and acquisition, pre-construction permit implementation, and execution oversight for water and gas pipelines, storage facilities, and other related infrastructure. You’ll work collaboratively across a wide variety of internal and external specialties including business, finance, communications, biology, policy, and real estate. This position will report directly to the Water and Wastewater Development SME and work closely with M&A, Development, Real Estate, Engineering, Community Engagement, Government Affairs, Engineering, GIS, and Construction leads.
Overview of Department
As a member of Intersect’s Environmental & Permitting team, you will report to the Water and Wastewater Development SME and play a key role in advancing Intersect Power’s strategy to support the reliability and flexibility of our clean energy projects by integrating water and gas infrastructure to enable firm, dispatchable power across our clean energy portfolio. As an SME, you’ll plan backwards from commercial delivery dates, build positive relationships with regulatory authorities having jurisdiction, perform quantitative and qualitative assessments, negotiate water and gas service agreements, prepare and file permit applications, negotiate consultant and vendor contracts, develop execution strategies, and support design, construction, and operational compliance for water, wastewater, and natural gas infrastructure.
Responsibilities and Duties
- Perform due diligence for water and natural gas requirements to support renewable energy and large offtake projects, including evaluation of available sources, technical feasibility assessments, cost estimating, and delivery strategy.
- Negotiate commercial terms with municipal officials and public utility AHJs to secure necessary infrastructure and services to enable renewable energy projects and offtake opportunities.
- Manage a network of external consultants in the scoping of utility support infrastructure including pipeline conveyance, wells, treatment and disposal, and other infrastructure as required in the preparation of diligence documents.
- Develop infrastructure delivery strategies and provide SME support through engineering design and construction development phases.
- Manage and keep up to date project schedules and budgets Develop internal presentation, communication, and approval materials for executive management and other internal stakeholders Ensure compliance with applicable federal, state and municipal environmental regulations for Intersect Power natural gas, water, and wastewater operated assets.
- Prepare, submit, and coordinate discretionary permit applications for new facilities and play a key role in the compliance assurance for facilities covered under existing permits and environmental regulations.
- Coordinate with and solicit feedback from a network of geographically dispersed internal colleagues in the preparation of water and gas infrastructure permit applications
- Attend site visits in the field related to site assessment, community engagement, agency review, and construction
- Prepare and provide permit implementation documentation to regulatory agencies, and prosecute permit approvals in compliance with the law
Qualifications and Skills
- Bachelor’s Degree in Civil or Environmental Engineering, Environmental Science, Geology, Hydrology, or other related field
- Master’s Degree in a related field, or economics/business, is a plus
- Five (5) or more years of work experience in water and/or gas infrastructure development, land development, data center delivery, infrastructure permitting, renewable energy, real estate, planning, policy, and/or other related field
- Deductive reasoning, fundamental quantitative, and strategic thinking skills are mandatory, as is a disciplined approach to identifying risks and opportunities for projects
- Experience working with local, state, and federal AHJs
- Excellent written and verbal communication skills
- Meticulous attention to detail and quality of work product
- Excellent organizational and project management skills
- Independent and self-directed, but unafraid to ask questions where needed
- Proven ability to plan, prioritize, and execute in a timely and accurate manner
- Demonstrated ability to work effectively in a fast-paced, dynamic, and cross-disciplinary environment
- Ability to summarize complex issues, identify opportunities or next steps with limited guidance
- A strong thirst to learn and grow, and to participate in the nation’s clean energy transition
- Familiarity with environmental laws and regulations, e.g., CWA, CAA Functional competence using Google Earth, ArcGIS online
- Travel Requirements: Up to 25% travel within the U.S., typically ~2 trips per quarter, with flexibility based on project needs.

Physical and Sensory Requirements

- Position is part of a remote team, with regular electronic and video communication
- 25% travel expected on average, including 4 times per year for company-wide Team Week, and as-needed to visit project sites, AHJs, and other key stakeholders.
