Job Overview:
We are seeking an experienced and motivated Proposal Manager with 8+ years of experience and a strong background in managing proposals for Department of Defense (DoD) or federal government contracts. In this role, you will be responsible for leading the proposal development process, coordinating with cross-functional teams, and ensuring timely and compliant submission of high-quality proposals. The ideal candidate will have extensive experience in federal procurement, knowledge of FAR/DFARS regulations, and exceptional organizational and communication skills.
Key Responsibilities:
Manage the full lifecycle of proposal development, from initial RFP review through submission and post-submission activities.
Lead proposal planning, including timeline creation, resource allocation, and kickoff meetings.
Collaborate with subject matter experts, business development teams, and other stakeholders to gather required information and develop win themes and strategies.
Ensure proposals are compliant with all requirements outlined in RFPs and RFIs.
Oversee the writing, editing, and formatting of proposal content, ensuring clarity, consistency, and alignment with customer expectations.
Conduct color team reviews (e.g., Pink, Red, Gold) and provide guidance for revisions and improvements.
Maintain a proposal content library and templates to streamline future proposal development processes.
Monitor and stay current with federal acquisition regulations (FAR/DFARS) and ensure proposal compliance with these standards.
Prepare and deliver presentations to internal leadership on proposal status, risks, and win strategies.
Track proposal outcomes and contribute to lessons learned for continuous improvement in the proposal process.
Qualifications:
8+ years of experience managing proposals, with at least 5 years focused on DoD or federal government contracts.
Strong knowledge of FAR/DFARS regulations and federal procurement processes.
Proven track record of managing and winning competitive federal proposals.
Excellent project management skills, including the ability to manage multiple proposals simultaneously.
Superior writing, editing, and proofreading skills.
Strong communication and leadership abilities, with a proven ability to lead cross-functional teams.
Ability to work under pressure and meet tight deadlines.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management software.
Bachelor’s degree in Business, Communications, or a related field (Master’s degree preferred).
Preferred:
APMP certification or other relevant certifications.
Experience with Shipley proposal processes or similar methodologies.
Experience working with large, complex federal contracts and task orders.
$100,000 - $130,000 a year
