Your Mission
The MASY Group, LLC (MASY) is seeking a Senior Contracts Manager (SCM) to join our Headquarters (HQ) staff located in Arlington, VA. The SCM will be responsible for performing full lifecycle contracts management of existing programs and contract management efforts supporting new business opportunities for our growing organization. This role is currently a non-supervisory position with the ability to grow as business needs evolve.
MASY HQ staff is afforded the flexibility to work a hybrid work schedule. The candidate must live in commutable distance to Arlington, VA and be willing and able to regularly work in the HQ office 2-3 times/week for in-person team collaboration.
Your Responsibilities
• Act as the lead contracts point of contact for the organization. Overall management of contract and subcontractor activities.
• Build working relationships with senior USG Contracts leads, Commercial Prime Customer Leads, and MASY Subcontractors.
• Manage a portfolio of small to large government contracts and subcontracts (FFP, T&M, FFP-LOE) from cradle to grave (acquisition strategy/proposal to closeout).
• Prepare, negotiate, and manage contracts, non-disclosure agreements, teaming agreements, subcontract agreements, consulting agreements, task orders, etc.
• Continuously review MASY contract activities to ensure compliance with all applicable government regulations and corporate policies and procedures. Assume the primary role in the recommendation of new or revised corporate policies and procedures related to proposals and contract administration.
• Coordinate with proposal and accounting leads to develop compliant strategies for competitive, profitable proposal submissions.
• Assist in the preparation and compliance review of MASY proposals; advise MASY leadership of potential risk areas and make recommendations to mitigate risk. Submit proposals on behalf of MASY.
• Review contracts and agreements for compliance with MASY proposals/quotes and execute contracts and agreements in accordance with delegated authority. Enter relevant contract/funding data into Unanet for awards and modifications.
• Submit required certifications and reports on behalf of MASY (i.e., small business subcontracting, SAM.gov renewals, GSA FAS reporting)
• Review all new opportunities against existing portfolio for potential conflicts of interest, preparing OCI mitigation plans where appropriate for Customer review.
• Attend and actively participate in HQ reviews and other staff meetings as required.
• Provide guidance to HQ staff and management on contractual issues, including program/contractual risk mitigation.
• Prepare and present contracts briefings to staff and clients as needed.
• Provide inputs to MASY training briefings for company staff regarding contract management compliance.
• Provide guidance to MASY team members supporting administrative contract/subcontract management functions.
• May perform additional related duties and responsibilities as assigned.
Your Qualifications
Required
• 8-10 years of progressive experience in contracts/subcontracts administration, negotiation, pricing, and/or other relevant experience.
• BA/BS in Business, Contract Management, Finance/Accounting, or other related field.
• Significant experience working with NDAs, Subcontracts, Teaming Agreements.
• Demonstrated working knowledge of T&M, FP, Hybrid and IDIQ contracts.
• Strong working knowledge of FAR and DFARs.
• Experience interfacing directly with Government Points of Contact and Vendors/Consultants.
• Experience with GSA Schedules and/or other government-wide mechanisms.
• Demonstrates excellent written and oral communication skills.
• Demonstrates attention to detail, resourcefulness, and interest/willingness to master new software applications.
• Demonstrated ability to collaborate effectively with external clients and internally within all levels of the organization.
• Demonstrated strong organizational skills, and capacity to handle multiple tasks under tight deadlines.
• Ability to work independently with minimal supervision.
• Proficient in Microsoft Office Suite and Adobe for electronic signatures and agreement e-distribution.
• Desire and ability to work in a fast-paced environment.
Desired
• Cradle to grave contract management experience.
• Experience with GSA MAS contract management and administration – highly desired.
• Experience using Unanet – highly desired.
• NCMA Certifications (CFCM).
