Essential Functions:

    • Analyzes complex business needs presented by the user community and/or clients and recommends technical solutions.
    • Ensures the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards/procedures for implementing technical solutions.
    • Produces detailed time line for each IT system deployment and implements effective project control by monitoring the progress of IT systems and reporting the status.
    • Produces and tracks annual Hardware and Software acquisition plans and strategy
    • Develops annual IT budget to include, tech refresh cost, employee equipment issue cost, hardware and software procurement and reports status to management on a quarterly basis
    • Develops project plans and communication plans for employee engagement on any IT related company wide changes or implementations.
    • Participates on all hardware and software evaluations and maintains vendor contracts.
    • Represents the IT function at customer review meeting when appropriate.
    • Perform liaison duties between users, operations, and contractors in the areas of systems design, modifications or trouble shooting.
    • Manage and maintain asset inventory that consists of all assets attached to internal network to include company owned equipment, leased equipment, operating systems, software licenses, application software, hosts, servers, workstations, and mobile devices .
    • Manage and maintain diagrams showing network architecture, connectivity, network segments, and devices.
    • Manage on boarding and off boarding of employees for IT related assets (Equipment, Workstations, Mobile Devices) as well as accounts (Email, Databases, employee page)
    • Track management directed Key Performance Indicators (KPI’s) and report on a monthly basis
    • Provide/coordinate desktop support for Merlin employees (Break/Fix)
    • Administer/manage Merlin ticketing system
    • Partners with management team to align company information technology with strategic direction.
    • Builds and develops IT organization, processes and procedures to support business needs and NIST requirements.
    • Recommends and plans information technology to support and meet company objectives based on research and evaluation.
    • Develops plan to build internal Merlin IT department with break/fix, troubleshooting, and equipment issue capability
    • Develops plan for standard employee equipment issue groups and standardize equipment issued to all employees.
    • Directs implementation and execution of new/upgraded information systems via well-defined plans including procedures, deadlines, and accountability.
    • Evaluates and implements IT procedures and equipment for maximum efficiency and cost containment.
    • Ensures users/customers are provided professional, courteous, and timely support and service.
    • Structures, leads, trains, and develops IT staff for maximum effectiveness.
    • Stays abreast of trends and regulations to ensure effectiveness and compliance.
    • Develops and maintains company Disaster Recovery Plan.
    • Develops/selects and conducts user training that meets required DOD Information Assurance awareness guidelines.
    • Serves as IT subject matter expert for requests for information/quotes/proposals.
    • Participate in contract kickoff meetings as IT subject matter expert.
    • Co-manages Merlin’s information security management system
    • Participates as a standing member of the Merlin Information Security committee and change board
    • Ensures all policies/procedures fall in line with NIST 800.171 and applicable DOD regulations
    • Designs and manages company website and employee page

Essential Skills and Experience:

    • Bachelor's degree in Business Administration, Computer Science or related field.
    • More than 5 years’ experience as a Director of IT or managing DOD IT teams is highly desired.
    • Advanced knowledge in information security/cyber security, risk management, end point and server technologies, network management/architecture, intrusion detection and prevention systems, vulnerability/pen testing management, and patch management systems. This individual serves as a subject matter expert within these areas.
    • Knowledge of and experience implementing Department of Defense / Federal security regulations, standards, and processes including FISMA, FIPS, NIST, DFARS, and FedRAMP
    • Experience with Information Assurance concepts and processes from both the Commercial and Federal government sectors.
    • Understanding of fundamental cloud computing concepts. (Microsoft Azure, O365, VMware,)
    • Identity gaps in solutions for ISO, SOC, NIST, GDPR, DFARS compliance, and work with teams to ensure compliance
    • Participate in internal and external audits, and be the focal point for such audits
    • Knowledge of common regulatory controls, such as: NIST SP 800-53, NIST SP 800-171, NIST Cybersecurity Framework, ISO 27001, DFARS, etc.
    • Critical thinking and decision making abilities. The ideal candidate makes good decisions based on a mixture of analysis, wisdom, experience and judgment.
    • Strong analytical, written and oral communication including strong presentation and negotiation skills in dealing with all levels of management, boards of directors and other regulatory agencies.
