NextGen Federal Systems is seeking a Lifecycle Operations Manager for our Federal Law Enforcement program.  The Lifecycle Operations Manager is responsible for the enterprise-wide planning, execution, management, and reporting of IT service delivery and lifecycle operations. This role ensures that systems and assets are efficiently planned, developed, maintained, and retired in alignment with agency goals and mission priorities. The Lifecycle Operations Manager provides subject matter expertise across project management, cybersecurity operations, IT governance, asset management, and technology investment strategy.

Key Responsibilities

    • Lead the planning and execution of enterprise IT initiatives from inception to closeout, ensuring alignment with mission objectives and regulatory requirements.
    • Support Analysis of Alternatives (AoA) and Business Case Development (BCD) to guide investment decisions and maximize return on technology investments.
    • Oversee full System and Software Development Lifecycles (SDLC), including project scheduling, budgeting, change control, and task tracking.
    • Direct security operations activities including vulnerability management, patching, secure baseline configuration, incident response, and privileged/service account governance.
    • Manage hardware and software asset inventories, ensuring compliance with licensing agreements and optimizing usage to avoid unnecessary spending.
    • Provide portfolio management expertise, supporting technology investment tracking and reporting to ensure alignment with enterprise goals.
    • Support the development and maintenance of IT Governance frameworks, processes, and documentation that guide effective and compliant IT operations.
    • Collaborate with leadership to evaluate and adopt emerging technologies that enhance operational efficiency and innovation.
    • Coordinate across technical and business units to ensure effective delivery of lifecycle services and reporting.
    • Maintain a current Project Management Certification throughout the performance of the role.

Required Qualifications

    • Bachelor’s degree in Information Technology, Computer Science, Engineering, Data Science, or a related field
    • Minimum of ten (10) years of recent experience (within the last two years) in IT service delivery, operations management, and lifecycle planning aligned with industry standards and best practices.
    • Current Project Management Professional (PMP®) certification or equivalent.

Demonstrated Experience In

    • IT project and program management using scheduling, budgeting, and change management tools.
    • Security operations, including vulnerability remediation, patch management, incident handling, and secure configuration practices.
    • IT asset management for both hardware and software, including inventory tracking and license compliance.
    • Portfolio management, including reporting on IT investments and aligning them with agency strategies.
    • Development and application of IT governance policies.

Desired Qualifications

    • Experience supporting large-scale federal IT programs or service delivery environments.
    • Working knowledge of cloud environments, emerging technologies, and enterprise security frameworks.
    • Strong leadership, communication, and collaboration skills to engage stakeholders across technical and non-technical domains.
