NextGen Federal Systems is seeking an IT Portfolio Manager for our Federal Law Enforcement program.  The IT Portfolio Manager serves as the primary point of contact supporting the Information Technology Division (ITD) Portfolio Management (PfM) Branch. This role is responsible for providing comprehensive portfolio, program, and project management expertise to improve IT capabilities. The IT Portfolio Manager plays a key role in aligning technology investments with agency goals, supporting capital planning, and ensuring ITD’s strategic initiatives are executed effectively, efficiently, and in compliance with applicable federal guidelines.

Key Responsibilities

    • Act as the primary support contractor interface for the ITD Portfolio Management Branch, collaborating with government stakeholders to advance strategic IT objectives.
    • Provide expert-level support in portfolio and program management, project planning, task execution, and performance monitoring.
    • Utilize project management best practices and tools for scheduling, cost control, risk and change management, and performance tracking.
    • Support planning and execution of IT initiatives as defined in the Enterprise IT Strategic Plan, ITD Operating Plan, and related agency priorities.
    • Become familiar with and support compliance with Capital Planning and Investment Control (CPIC), budget submissions, and agency-level reporting requirements.
    • Monitor and respond to assorted IT-related data calls, budget queries, and investment performance assessments.
    • Provide analytical support for IT portfolio assessments, including cost-benefit analysis and alignment with business outcomes.
    • Maintain a current Project Management Professional (PMP®) certification throughout the period of performance.
    • Coordinate with cross-functional teams and stakeholders across business and technical domains to ensure alignment with portfolio goals.
    • Contribute to the refinement and execution of IT governance processes.

Required Qualifications

    • Bachelor's degree in Information Technology, Computer Science, Information Systems, Business Management, or a related field (or equivalent experience)
    • Minimum of eight (8) years of recent experience (within the last two years) in Portfolio, Program, and Project Management, supporting initiatives of similar scope and complexity.
    • Current Project Management Professional (PMP®) certification from the Project Management Institute (PMI).
    • Demonstrated experience with project scheduling, budgeting, change control, and performance tracking tools.

Desired Qualifications

    • Agile certification from a recognized authority (e.g., Certified ScrumMaster, PMI-ACP)
    • Knowledge of the federal budget process and related frameworks, including CPIC, Technology Business Management (TBM), FITARA, cost-benefit analysis (BPA/BCA/AoA), and the Federal Acquisition Regulations (FAR).
    • Familiarity with FedRAMP and security-related compliance programs for federal IT.
    • Working knowledge of IT infrastructure, enterprise systems, cloud services (PaaS, IaaS, SaaS), networking, database technologies, and commercial off-the-shelf (COTS) software.
    • Proficiency in Microsoft Office Suite, especially Excel, PowerPoint, Word, and Visio, for data analysis, presentation, and visualization.
