Turnaround (TAR) Planner (Rotating Equipment)

Lima, OH
Project Delivery – Construction Services /
Full-time /
On-site
Working under the Turnaround Event Manager, the Turnaround Planner is responsible for planning, organizing, and coordinating field construction activities during facility turnarounds. The Planner defines the scope, milestones, interfaces, and sequence of work. They also oversee field readiness, ensure documentation flow, and work collaboratively to execute safe, efficient turnarounds.

This role serves as a bridge between Engineering, Maintenance, Operations, Procurement, Field Supervision, and Project Controls to ensure turnaround execution aligns with safety, cost, quality, and schedule targets.

Responsibilities:

    • Define and validate the scope of work for turnaround events (especially in assigned discipline), ensuring completeness and clarity.
    • Conduct constructability and interface reviews early to anticipate field challenges, access constraints, and sequencing conflicts among disciplines.
    • Collaborate with maintenance, operations, engineering, and procurement to ensure work packages, materials, resources, and support services are lined up for execution.
    • Identify risks and constraints (e.g., permit delays, material lead times, outage interdependencies) and develop mitigation strategies, contingency plans, and fallback options.
    • Lead lookahead planning workshops (e.g., 4- to 12-week lookaheads), update visual planning boards, and maintain current rollout views of upcoming work.
    • Facilitate weekly and daily coordination meetings with field supervision, construction leads, and discipline engineers to review progress, adjust sequencing, and address interface/constraint issues.
    • Ensure that prerequisites are in place before work execution: procurement of materials, fabrication of structural components, QA/QC checklists, permits, engineering approvals, and required site services (scaffolding, lifting plans, temporary works).
    • Perform regular walkdowns and field reviews of planned work areas to identify constructability issues, safety / access concerns, or changes.
    • Assist in overseeing execution of work in the field—monitor progress, validate actual vs. planned scope, support troubleshooting, and enable resequencing when necessary.
    • Monitor interface points among disciplines (e.g. structural vs. mechanical vs. piping) and facilitate resolution of clashes or conflicts.
    • Capture delays, changes, and field deviations, and feed that intelligence back to the scheduler or controls team for schedule rebaselining or updates.
    • Coordinate with Procurement, Materials, Contracts, and Logistics to ensure availability and timely delivery of structural materials, subcontract support, lifting / rigging, and specialty services.
    • Work closely with Safety, QA/QC, Permit / Regulatory, and Environmental teams to ensure compliance and readiness for execution.
    • Act as a key liaison between operations, maintenance, engineering, and turnaround leadership to ensure alignment on priorities, progress, and shifting constraints.
    • Manage stakeholder communications—reporting on turnaround status, risks, changes, and opportunities to leadership.
    • Maintain accurate records of planning assumptions, scope breakdowns, change logs, deviation reports, and lessons learned.
    • Produce and present periodic reports and dashboards (e.g., execution readiness, upcoming critical work fronts, schedule slippage or recovery options).
    • After the turnaround, lead or participate in lessons-learned reviews and process improvement efforts to refine planning approaches for future turnarounds.
    • Ensure that all documentation (work packages, structural drawings, vendor data, procedures) is controlled and accessible to field teams.

Competencies/Qualifications:

    • BS Degree in Construction Management or Engineering is preferred but can be substituted with extensive relevant work experience
    • Minimum 5–10 years of relevant experience in turnaround planning, major maintenance outages, or heavy industrial construction, with expertise within a specific discipline.
    • Deep understanding of turnaround / outage execution methodologies, including resource mobilization, scope gating, interface management, and critical path definitions.
    • Strong experience in field execution environments; able to translate planning intent into actual execution constraints.
    • Excellent computer proficiency (MS Office – Word, Excel, PowerPoint and Outlook)
    • Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
    • Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices
    • Problem Solving/Analysis
    • Technical Capacity
    • Excellent verbal and written communication skills
    • Teamwork
