We’re looking for a smart, passionate analyst to join within our data science team to help us manage and develop our energy products.
Our team takes a technology and data driven approach to managing our complex pricing portfolio. We apply modern open data and analytics tools like Python, Pandas and Jupyter notebooks to build pricing tools and models. We’re passionate about automating work loads and processes so we can concentrate on the interesting problems. We’re looking for someone who is equally motivated by using technology to solve problems.

About this role...
We are looking for an experienced Public Affairs Specialist to lead robust analytical assessments of regulatory and political strategies, proactively identifying risks, opportunities, and impacts to safeguard business interests, enhance institutional legitimacy, and influence energy policy outcomes. The role demands deep expertise in Spanish legislative frameworks, electricity & gas market dynamics (particularly commercialisation), and stakeholder engagement with regulatory bodies.
This role will effect collaboration with relevant national and international authorities to review, shape, and influence policy decisions, and enhance Octopus Energy Spain’s global reputation and visibility in the energy transition. As we internationalise our focus and research, key markets we want to engage with beyond Spain include the US, Europe, Japan, New Zealand, and Australia.
As a proven leader in a policy and comms function with strong advocacy skills, the candidate will draw on their experience to foster close relationships with the highest influence stakeholders in the energy sector and beyond, successfully accelerating global energy transitions.
What you'll do...
- Regulatory Intelligence & Analysis
- Monitor, analyse, and report on legislative, regulatory, and political developments (national, regional, EU) affecting the energy sector, with emphasis on electricity & gas commercialisation. Maintain regulatory and PA calendars.
- Assess impacts on business operations, identifying risks/opportunities and drafting actionable briefings for senior leadership.
- Advanced Analytical Assessments: Perform quantitative and qualitative impact assessments on regulatory changes, using analytical models to forecast market developments, risks, and opportunities. Present complex findings effectively to senior stakeholders through visual dashboards or clear summaries.
- Stakeholder Strategy & Advocacy
- Manage relationships with key institutions: government ministries, regulators (e.g., CNMC), associations, and EU bodies.
- Develop evidence-based advocacy positions, position papers, and consultation responses.
- Strategic Advisory
- Advise internal teams on political agenda, competition law, and consumer protection frameworks.
- Support business strategy by translating political insights into operational recommendations.
- Coordinate cross-functionally (Legal, PR, Marketing, Flex&Markets, Ops.) to ensure alignment on public affairs matters.
- Operational Support
- Manage stakeholder databases, parliamentary profiles, and engagement plans.
- Prepare briefing materials for senior executive meetings with policymakers.
- Oversee administrative reporting on stakeholder engagement outcomes.
What you'll need...
- 5+ years in Spanish energy regulation, with specific experience in electricity & gas commercialisation (retail markets, tariffs, supply).
- Bachelor’s/Master’s in Law, Business, Economics, or Public Policies.
- Native Spanish and fluent English (C1+) for international engagement.
- Proven understanding of legislative procedures (Spanish and EU), competition law, and consumer regulation.
- Mastery in analysing legal/policy documents (laws, royal decrees, parliamentary initiatives).
- Stakeholder mapping and advocacy campaign design.
- Advanced drafting of regulatory briefings, position papers, and impact assessments.

- Digital Fluency: Proficiency in office monitoring tools, project management tools, stakeholder databases and visual presentations.
- Intellectual Curiosity: Actively explores political, regulatory, social, and industry trends.

- Competition Law & Consumer Regulation: Practical experience in antitrust compliance or consumer protection.
