Oxygen is looking for a Manager of Banking and Payments Solutions to join Oxygen’s growing team in Europe. This person will initially report to the Director of Global Risk & Compliance but as a small fintech startup will have exposure across the entire organisation and work closely with the SVP Head of Finance, SVP Head of Risk, Head of Information Security, and Senior Manager of Third-Party and Outsourcing Risk.

As one of the first employees of Oxygen in Ireland, the scope of the role will initially be very broad and you will be tasked with assisting the Director of Global Risk & Compliance in the completion of an application for authorisation as an Electronic Money Institution. As part of the application process you will be responsible for strengthening and developing banking partner relationships as well as the development and implementation of a framework to address safeguarding requirements. You will also input on the development of revenue models and financial forecasts. Following authorisation you will be responsible for the day-to-day relationships with banking and payment services providers, as well as lead projects to expand our payments capabilities and product offerings.

The role will initially be fully remote. Once a physical office is established the option to continue to work partially remote will still be available.

What you will do:

    • Assist in all aspects of the completion of an application for authorisation as an Electronic Money Institution (EMI) to the Central Bank of Ireland (CBI)
    • Identify and develop partnerships with banks, payment service providers, and payment technology platforms
    • Identify and develop partnerships with payment schemes, networks, gateways, and third-party payments providers (i.e. Visa, Mastercard, SEPA, CENTROlink, CERTIS, Elixir, SWIFT, etc.)
    • Maintain ongoing relationships with banking and payment service providers to deliver capabilities and services required for Oxygen’s customers
    • Develop internal guidelines and due diligence requirements for the proper evaluation of new and existing banking and service provider relationships
    • Scope and deliver banking infrastructure to support new payment products and capabilities
    • Contribute to the development of revenue models and financial forecasts
    • Manage and respond to operational banking and payments queries from internal and external stakeholders
    • Liaise with banking and payment service partners, and internal stakeholders to resolve operational banking issues and streamline processes
    • Create and maintain comprehensive documentation, plans and reports
    • Liaising closely with teams across the globe and in all departments to ensure the smooth implementation and ongoing operation of banking and payments services

Experience and skills:

    • Minimum 3-5 years of banking and/or treasury experience
    • Understanding and knowledge of bank account opening and maintenance processes
    • Knowledge of payment schemes, interbank payments, clearing and settlement operations
    • Must be knowledgeable of Article 10 of PSD2 (2015/2366/EU) and CBI’s expectations related to segregating customer funds (safeguarding)
    • General understanding of the European regulatory landscape for financial services, including requirements around prudential risk management
    • Experience managing multiple deliverables in a fast-paced, entrepreneurial environment
    • Excellent analytical, verbal and written communication skills
    • Experience working in a fintech or financial services startup preferred
