phia is actively seeking experienced Freelance Technical Writers (Consultants) to join our dynamic team on a part-time, as-needed basis who will support a unique Federal review board tasked with investigating, evaluating, and reporting on significant cybersecurity incidents. This is an opportunity to participate in our mission to bolster the protection of our nation's networks and infrastructure, providing essential guidance to cybersecurity efforts across government, industry, and the wider security community.

This position offers remote work opportunities; however, candidates must be U.S. citizens and located within the United States. Additionally, applicants must be willing to participate in an agency suitability background investigation prior to being assigned an engagement. Estimated hours needed will be determined by project schedule and demand but are expected to be 20+ hours per week once engaged. 

What You'll Do

    • Develop comprehensive products and documentation that meets CISA standards. These include but are not limited to white papers, research papers, comprehensive analysis, presentations, meeting notes, and high-level, executive summaries.
    • Work closely with clients, stakeholders, and other contract staff to create analytical products, strategic documentation, requirements and capabilities documentation, technical references, and operational artifacts.
    • Assist in the review of end products for 508 compliance.
    • Obtain a deep understanding of products and services to translate complex product information into simple, polished, and engaging content.
    • Write user-friendly content that meets the needs of the target audiences (e.g. senior/executives, technical staff) to set our clients up for success.
    • Evaluate current content and develop innovative approaches for improvement to evolve our clients’ products for easier consumption while meeting intent and objectives.
    • Independently gather information from subject matter experts to develop, organize, and write standard operating procedures, technical specifications, process documentation, etc.
    • Collaborate on the implementation of standardized processes and deliverables.
    • Develop and maintain detailed databases of appropriate reference materials. 

Experience Requirements

    • Ability to communicate and collaborate with various audiences from technical analysts (e.g., malware analysts, Cyber Threat Intelligence (CTI) analysts, Incident Response (IR) and Cyber Hunt analysts), to academic researchers, to business and functional managers and leaders, to senior executives in both the public and private sectors
    • Superior written and verbal communication skills, with a keen eye for detail
    • Extensive knowledge of Word, Excel, and PowerPoint
    • Strong written and verbal communications
    • BS/BA
    • Three (3) years of work experience (Note: Additional experience may be substituted for education)
    • At least 1-year proven experience working to support a government-related project  
    • Able to provide samples of completed work products

Security Clearance

    • U.S. citizenship
    • Ability to achieve Public Trust up to TS/SCI
    • Able to obtain DHS Suitability (EOD)

Bonus if you have:

    • Active DHS Suitability (EOD)
    • Previous experience writing cyber-focused documentation and procedural materials for multiple audiences
    • Experience writing Standard Operating Procedures (SOPs), technical and marketing materials, e-mail templates, presentation materials, implementation plans and style guides
    • Security+ certification; 508 compliance training/certification
    • The ideal candidate is confident taking complex technical concepts and creating clear, engaging, messaging that resonates with target audiences and drives impactful outcomes.
