Planned Parenthood Los Angeles is seeking an experienced Senior Technical Project Manager to work in our Downtown Los Angeles Headquarters. Reporting to the VP of IT, the Senior Technical Project Manager is responsible for designing and executing comprehensive technical and operational project plans, managing a complex portfolio of technology projects, and overseeing multiple Scrum teams within an IT department. This role requires extensive experience in multi-project coordination, with a strong technical background and proven expertise in delivering technology solutions in collaboration with operational and clinical teams. The Senior Technical Project Manager also acts as a mentor, providing advanced guidance on Agile methodologies and promoting best practices across the organization to ensure high-quality outcomes and robust cross-functional relationships.

Our Ideal Candidate will have the following qualifications:

    • Bachelor’s degree in HIT, MIS, Computer Science, or a related field; a Master’s degree is preferred.
    • Certified Scrum Master, PMP, or other advanced project management certifications, or 10+ years of equivalent experience in lieu of certification.
    • 7+ years’ experience in project management with a focus on large-scale, multi-project portfolios.
    • 7+ years’ experience leading cross-functional teams, with a proven track record of delivering complex technical projects.
    • 7+ years’ experience as a Scrum Master in an Agile environment, with expertise in various Agile frameworks such as SAFe, DSDM, or FDD.
    • 5+ years’ experience in the healthcare industry (ambulatory or inpatient) is highly preferred.
    • Demonstrated experience and leadership in building and leading high-performing, high-energy agile teams.
    • High proficiency in using advanced Agile, team, and project management tools, with experience in implementing these tools across large teams or organizations.
    • Ability to effectively handle stress and complex, high-stakes situations.
    • Willingness and ability to travel within Los Angeles County as needed.
    • Reliable transportation for on-site and off-site work; if using a personal vehicle, must have a valid CA driver’s license and current auto insurance in compliance with CA vehicle code requirements.

About the Position:

    • Abortion patients are cared for at each of our health centers, and in part through the administrative, support, and other non-clinical services provided at all PPLA locations, and by all PPLA employees. Supporting these critical services is an essential job duty, and a fundamental responsibility of all employees and contractors.
    • Create and manage comprehensive technical project charters, maintain detailed project documentation, and ensure real-time tracking and transparency across all projects.
    • Lead the design and implementation of Agile frameworks tailored to project needs, ensuring effective delivery and continuous improvement.
    • Coach and mentor high-performing Scrum teams, promoting a culture of excellence and iterative delivery.
    • Collaborate closely with IT teams to manage product and sprint backlogs, ensuring alignment with PPLA organizational priorities.
    • Facilitate key Scrum ceremonies and other project meetings, including strategic planning sessions, executive updates, and stakeholder engagement activities.
    • Lead and drive organizational change by promoting standardized project management tools, processes, and frameworks, enhancing overall efficiency and collaboration.
    • Champion technical team-building activities to foster a resilient, innovative, and collaborative work environment.
    • Oversee the management of issue logs, ensuring accountability and resolution in a timely manner.
    • Lead User Acceptance Testing (UAT) in partnership with stakeholders, SMEs, and end users to validate project deliverables.
    • Facilitate conflict resolution and expectation management between business and technical stakeholders, ensuring consensus and alignment on project outcomes.
    • Collaborate with internal departments in implementation of new technology/systems to ensure proper set up and compliance with security guidelines.
    • Manages internal resources and third parties/vendors for the execution of projects.
