Position Summary: Under the supervision of the Director of Clinical Services, the Clinical Services Manager (CSM) will implement and manage the hiring, training and evaluation of clinical service providers to ensure optimal service delivery, patient experience and clinical quality. The CSM will oversee the recruiting, hiring, training, and evaluating of clinicians and registered nurses (RNs) in accordance with the Planned Parenthood Federation of America (PPFA) Medical Standards and Guidelines; work in close collaboration with Manager of Clinical Quality Improvement to coordinate and conduct clinical audits; and serve as a medical resource and mentor for licensed staff throughout the agency. In addition, the CSM will maintain clinical competency by providing direct patient care according to PPCW Medical Protocols in accordance with PPFA Medical Standards and Guidelines.

Schedule: 40 hours/week, Monday through Friday

Compensation: Salary range is $88,798 to $110,010.

Essential Functions:

    • Partner with Health Center Managers to develop recruiting strategy, and candidate selection.
    • Develop and oversee the clinical onboarding for clinicians and RNs, including evaluating competencies in required procedures and skillsets.
    • Develop and execute clinical performance development plans, as needed.
    • Precept and train, support and mentor, and provide formal evaluations of clinicians and RNs.
    • Partner with Health Center Managers and other departments to ensure optimal service delivery and patient experience by licensed and non-licensed health center staff by reviewing and evaluating training materials, maintaining up-to-date policies and procedures, and providing clinical consultation and work flow support.
    • Assist with audits of medical services and in the dissemination of results and action plans.
    • Assist in ensuring the highest quality patient care in compliance with medical standards and guidelines and PPCW protocols.
    • Ensure effective communication channels between the Clinical Services team and Health Centers including attending regular meetings with Health Center Managers and/or Lead Clinicians.

Major Responsibilities:

    • Partner with Patient Services Management and Human Resources to develop and execute recruiting strategies for clinicians and RNs.
    • Participate in candidate selection and interviews for clinician and RN candidates. Participate in the selection decision.
    • Develop the orientation and training plan for each new clinician and RN hire. Closely monitor the progress of each new clinician and RN hire. Solicit feedback from preceptors using skills checklists and other tools.
    • Participate in precepting as needed.
    • Serve as a mentor and clinical resource to newly hired clinicians and RNs. Provide support and guidance.
    • Provide clinical leadership by teaching, coaching, and consultating on clinical/case management issues for clinicians and RNs.
    • Facilitate clinical meetings.
    • Perform individual chart audits and clinical observations for annual and periodic reviews, including provider performed microscopy. Monitor and track anniversary dates and maintain an ongoing schedule of chart audits and observations.
    • Assign and participate in required service audits.
    • Work closely with Director of Clinical Services to update and disseminate changes in Medical Standards and Guidelines.
    • Evaluate clinicians’ and RNs’ professional practice. Create performance development plans as needed by working closely with the appropriate Health Center Manager and Director of Clinical Services.
    • Participate in the trial service evaluations on all clinicians and RNs. Consult with Director of Clinical Services, Director of Patient Services, and Human Resources as necessary.
    • In coordination with the Health Center Manager, complete the clinical portion and participate in the annual review meeting for all clinicians and RNs.
    • Monitor clinician and RN satisfaction by asking questions during annual reviews and at other times, as indicated. Report results and make recommendations to encourage retention.
    • Partner with training staff to review and approve training outlines and modules.
    • Work with training staff, Lead Clinicians, and Health Center Managers to address training deficits for non-licensed staff.
    • Work with training staff to provide EHR and Meaningful Use training needs.
    • Assist with updating Medical Standards and Guidelines and Policies and Procedures that are directly related to clinical care.
    • Attend meetings as needed to share information and contribute to problem solving regarding clinical care.
    • Support the Director of Clinical Services, Clinical Quality Improvement Manager, and Health Center Managers by participating in site visits of regulatory agencies as needed.
    • Work as a clinician in health centers to maintain currency of practice. The expectation is established to be no less than 15 hours per month and no more than 30 hours per month.
    • Contribute to the overall effectiveness of the agency by adhering to established agency policies and practices.
    • Collaborate with health center operations and management staff to ensure PPCW productivity expectations and compliance standards are maintained.
    • Maintain a close working relationship with the Health Center Managers, Medical Director, Director of Clinical Services, Clinical Quality Improvement Manager, Lead Clinicians, and other licensed staff of the agency.

Supervisory Responsibilities:

    •  Participate in hiring of new clinicians and RNs.
    •  Train and evaluate clinicians and RNs.
    •  Participate in performance development plans.
    •  Provide mentorship to clinicians and RNs.

Minimum Qualifications:

    • Two (2) years demonstrated proficiency in patient care in the clinical setting, including gynecological/genital exams, screening and treatment, counseling, contraceptive advice and prescriptions, IUC and implant insertions and removals, ultrasound, medication abortion and other abortion related services, follow up, and referral.
    • Education commensurate with state statute licensure requirements for practice capacity (Nurse Practitioners, Certified Nurse Midwifes, Physicians or MDs only) in the state where practicing (Oregon and/or Washington).
    • Must have National Certification or a current Medicare number.
    • Must be eligible and able to pursue prescriptive authority with current licensure.
    • Current CPR/BLS certification.
    • Professional, positive attitude with proven ability to contribute effectively to highly functioning work teams.
    • Demonstrated strong leadership, communication, and coaching skills in professional activities.
    • Proficiency in the use of an electronic medical record system.
    • Advanced clinical skills in several of the following areas: vasectomy, MVA, colposcopy, stringless IUC removal, vulvar and endometrial biopsy, ultrasound, medication abortion, hormone provision, prenatal care.
