Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek a strategic and effective Manager, Legislative Affairs. This job reports to the National Director, Legislative Affairs in the Government Relations Department within the Policy, Campaigns, and Advocacy Division of PPFA.

Purpose:

●The Manager, Legislative Affairs will advance select policy positions and legislative issues prioritized by Planned Parenthood Federation of America before the U.S. Congress. The role requires a proactive, detail-oriented team player to work both independently and in collaboration with their team to develop and implement legislative strategies and tactics that will advance PPFA’s goals of increasing access to reproductive health care for women, men and young people. Builds and maintains relationships with key congressional staff, and serves as a resource on federal legislation for PPFA affiliates and national staff.

Delivery:

●In collaboration with the National Director of Legislative Affairs, formulate and implement legislative strategy to carry out PPFA’s goals regarding reproductive health policies and programs in order to increase the visibility and influence of PPFA among Members of Congress, Congressional staff and other federal policymakers and thought leaders.
●Responsible for executing lobbying and campaign strategies on select legislative priorities, including federal appropriations, policies that impact the sexual and reproductive healthcare workforce, healthcare privacy issues, and other areas as determined.
●Represent PPFA’s positions in coalition meetings, and work to develop consensus on issues in order to be most effective in lobbying activities.
●Public presentations and speaking opportunities to key internal and external audiences on PPFA’s lobbying strategy and outcomes.
●Participate in the planning and execution of signature annual events sponsored by PPFA to engage congressional offices by collaborating with internal departments, affiliates and coalition partners.
●Prepare educational materials for Congressional staff such as letters, legislation and amendments, fact sheets, and talking points.
●Conduct and coordinate analysis of legislative issues, including in partnership with the Policy Team when appropriate.  
●Understand and apply House and Senate procedural rules to inform legislative strategies.
●Track members’ positions on domestic policy issues and prepare detailed Congressional target lists to identify members of Congress who need additional information, lobbying, and grassroots activities. 
●Drive collaborative federal legislative campaigns in coordination with other PPFA departments to mobilize grassroots activities, develop messages and achieve desired goals.
●Complete special projects as assigned and required.

Engagement: 

●Foster strong working relationships within the Legislative Affairs team, the Policy team, as well as with other departments and divisions across the national organization and in the affiliates, to collaborate on both existing work and new opportunities.
●Develop and maintain trusted relationships with key congressional staff and other federal policymakers and thought leaders.
●Communicate, coordinate, and strategize with coalition partners, building and maintaining strong partnerships.
●Represent PPFA in external meetings and presentations as needed, including before federal policymakers and organizational partners. 

Knowledge, Skills and Abilities (KSAs):
 
●Bachelor’s degree required, advanced degree a plus.
●At least 5 years of related, progressively responsible work experience and previous experience working on domestic health care policy.  Federal congressional relations and/or Hill experience preferred.   
●Skilled in developing and maintaining relationships with congressional staff, key coalition partners, and affiliates. The existing and meaningful network of relationships on Capitol Hill and the reproductive health community is a plus.
●Working knowledge of federal legislative process, and legislative drafting.
●Commitment to health care access, equity and PPFA’s mission. 
●Exceptional attention to detail and ability to work independently and prioritize multiple tasks in a fast-paced environment.
●Collaborative work style, ability to work well both independently and as part of a team, manage conflict, and take a consensus-driven approach to work. 
●Outstanding communication skills (written, verbal, presentation), critical thinking, and proactive problem-solving skills.
●Excellent interpersonal skills and ability to build trust and credibility with internal and external partners.
●Knowledge of diverse groups, experience working with a multicultural workforce, and sensitivity and appreciation to cultural differences is essential.

Travel: 0 - 10%

$77,000 - $82,000 a year
