Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek a dynamic and knowledgeable Associate Director of Pharmacy Policy. This job reports to the Director of Public Policy in the Government Relations department of PPFA. The Government Relations Department advances the development and execution of strategies to secure policies that support access to sexual and reproductive health care and rights for all people.

Purpose: 

Advocate for beneficial administrative and legislative policies related to drug pricing and access to sexual and reproductive health care drugs and devices without medically unnecessary restrictions. This role, which will be part of the Public Policy team and closely collaborate with the Legislative Affairs team, will be responsible for administrative advocacy, creative policy development, and will lead the advancement of drug pricing policy positions and legislative issues prioritized by Planned Parenthood Federation of America before the U.S. Congress. 

The role requires a proactive, detail-oriented leader with a proven record of developing and implementing legislative and regulatory strategies and tactics that will advance PPFA’s goals of increasing access to sexual and reproductive health care for women, men and young people by maintaining contact with key staffers and members of Congress.


Delivery: 

●Maintain and cultivate policy expertise in drug pricing and reimbursement, particularly as it pertains to prescription drug access, Medicaid, and safety net health care providers.
●Collaborate with the National Director of Public Policy and the National Director of Legislative Affairs to formulate and implement a strategy to carry out PPFA’s goals regarding drug pricing and pharmacy strategy so federal policymakers are informed and aware of PPFA’s positions.
●Advance administrative policy by identifying opportunities at HRSA and FDA, drafting and editing comments on behalf of PPFA and Planned Parenthood affiliates in response to federal and state regulations and sub-regulations.
●Conduct and coordinate analysis of legislative and administrative policy issues.
●Organize, present and participate in trainings, webinars, and conferences to build awareness of Planned Parenthood’s public policy goals among healthcare policy leaders and influencers.
●Prepare educational materials for internal and external audiences, such as legislation and amendments, fact sheets, detailed policy backgrounders, and talking points.
●Provide PPFA affiliates and staff with the latest information regarding administrative and legislative activity, communicate with PPFA affiliates about relevant programs and impact on healthcare delivery, and coordinate efforts to mobilize activities in support of PPFA policy positions. 
●Communicate, coordinate, and strategize with coalition partners, represent PPFA and PPFA’s positions in coalition meetings, and work to develop consensus on issues in order to be most effective in advocacy activities.
●Prepare detailed Congressional target lists to identify members of Congress who need additional information, lobbying, and grassroots activities. Track members' position on domestic policy issues and monitor movement. 
●As needed, represent Planned Parenthood Action Fund interests before Members of Congress and federal agencies.
●Completes special projects as assigned and required.

Knowledge, Skills and Abilities (KSAs): 

●Advanced degree preferred. 
●7 - 10 years of related, progressively responsible work experience and previous experience working on domestic health care policy.
●Expertise in pharmacy policy and health care financing required, drug pricing and pharmacy knowledge/experience strongly preferred.
●Existing and meaningful network of relationships on Capitol Hill and the reproductive health community a plus.
●Exceptional analytical, writing, and editing skills.
●Strong organizational and problem-solving skills.
●Proven ability to work independently and collaboratively.
●Knowledge of federal and rulemaking legislative processes.
●Ability to connect and manage intersections of policy, legislation, regulations, and healthcare operations.
●Strategic mindset with flexibility to make adjustments to program structure and goals.
●Commitment to health care access, equity and PPFA’s mission. 
●Knowledge of diverse groups, working with a multicultural workforce, and sensitivity and appreciation of cultural differences are required.

Travel: 10% or less domestic travel. 

$95,000 - $105,000 a year
