Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek an adept and dynamic Regional Intelligence Analyst Analyst Manager. This job reports to the Associate Director, Affiliate Regional Intelligence Program in the Global Safety and Security (GSS) / Affiliate Security & Response Planning team of PPFA. Global Safety & Security is responsible for establishing operational standards designed to enhance safety & security throughout the organization, at our offices, and for our staff and guests. We partner closely with cross-functional groups to ensure that all of our facilities, special events, staff, and guests are safe, critical to achieving the organization’s mission through safely accessible sexual reproductive health care. Vacancy is for the central region of the US, roughly consisting of Planned Parenthood affiliates in Texas, Oklahoma, Kansas, Nebraska, South and North Dakota, Minnesota, Iowa, Missouri, Arkansas, Louisiana, Tennessee, Kentucky, Illinois, Wisconsin, Indiana, Michigan, and Ohio. Candidates must reside in one of these states.

Purpose: The Regional Intelligence Analyst Manager plans, directs, and coordinates intelligence operations within their designated region as part of the larger Affiliate Regional Intelligence Program (ARIP) within Global Safety & Security (GSS) / Affiliate Security & Response Planning team. They illuminate key issues in the intelligence cycle of operations and interrelate with Affiliate Security Leaders to enhance relationships and security throughout the organization. They conduct intelligence research and analysis that highlights anticipated outcomes and provides assessments on possible threats to operations or persons.


Delivery: The Regional Intelligence Analyst Manager will monitor, collect, and analyze raw data for tactical and strategic products to mitigate potential threats and risks facing our organization. They will coordinate intelligence functions in their regional area of responsibility and maintain systems and procedures for efficient relationships between Affiliate Security Leaders and GSS. The Regional Intelligence Analyst Manager will be responsible for:

Monitoring and Collection:
○ Monitor known opposition groups and individuals who pose a threat to Planned Parenthood operations, offices, staff, events, and guests.
○ Identify new opposition groups, individuals, and tactics within the anti-sexual and reproductive health movement who have the potential to pose harm or damage to our mission.
○ Monitor other conditions, incidents, and risks that may impact the Federation or its affiliates.
○ Input relevant incidents into a repository, ensuring consistent quality in entries.

Tactical and Strategic Analysis: 
○ Provide context to raw and/or limited data to identify individuals, primarily through phone number subscribers and social media accounts, in a timely manner.
○ Assess immediate threats and deliver findings to security leaders and/or law enforcement partners.
○ Conduct strategic analysis on opposition entities and activity to share with Affiliate Security Leaders and key work streams at PPFA.
○ Deliver event threat assessments, security checks, and complete social media monitoring for indicators of event disruption.
○ Deliver analytical products to specific audiences.

● Regional Program Management:
○ Plan and implement intelligence-related procedures and systems to maximize operating efficiency.
○ Allocate the use of available resources to inform and foster the sharing of intelligence with Affiliate Security Leaders and external partners.
○ Develop work plans and manage projects within and across teams to ensure timely delivery.
○ Review and advise on the organization of intelligence operations, identifying further refinements to expand and deepen understanding of the needs of Affiliate Security Leaders in enhancing safety and security throughout the organization, at our offices, and for our staff and guests.
○ Deliver materials and relevant resources in advance of Affiliate Regional Intelligence Program meetings and document meeting notes and action items.
○ Other duties, as assigned.

Engagement: 
● Advise on the optimal approach to intelligence gathering and sharing.
● Under the Affiliate Security & Response Planning leadership, engage Affiliate Security Leaders to work in tandem around potential risks.
● Collaborate with affiliate partners to provide technical support and training for their approach to intelligence collection through suggestions for improvements and best practices.
● Communicate and distribute timely, accurate intelligence to enhance security and inform stakeholders/customers.
● Build collaborative relationships with external entities, such as law enforcement or private intelligence programs, that facilitate information exchanges.
● Train new team members on departmental processes and projects

Knowledge, Skills, and Abilities (KSAs): 
● Bachelor’s degree
● At least 4 years of intelligence analysis experience preferred
● Must have formal intelligence training from the military, law enforcement, intelligence community, or a recognized training course from private sector intelligence analysis.
● Demonstrated knowledge and experience conducting thorough Internet-based research, including Boolean logic, search engine, and database resources, as well as utilizing Internet sources, such as data exploitation and commercial- and industry-based databases.
● Demonstrated knowledge of operational security practices and a bias towards initiative-driven work.
● Ability to recognize and respond to problems with potential solutions in a highly professional, confidential, and sensitive manner.
● Ability to write, communicate, and present to all levels of clients and internal staff.
● Ability to collect, retain, and memorialize historical and recent data on opposition personalities, organizations, and incidents related to anti-sexual reproductive health care violence and disruption.
● Occasionally available outside of normal working hours to support operational needs.
● Ability to work collaboratively and flexibly with a dynamic, fast-moving team, completing multiple tasks with poise, accuracy, and confidence.
● Strong organizational, analytical, and problem-solving skills
● Strong oral and written communication skills
● High proficiency in Google products
● Flexibility and ability to adapt to quickly changing priorities and ambiguous situations
● Self-motivated, able to work independently on a variety of projects and make independent decisions with a high degree of integrity to handle sensitive information and matters.
● Able to multi-task and reach deadlines with short notice.
● Unquestionable integrity in handling sensitive and confidential matters for the organization.

TRAVEL: less than 10%. This is a telecommuter position.
$98,000 - $105,000 a year
Total offer package to include generous vacation + sick leave + paid holidays, individual/family provided medical, dental and vision benefits effective day 1, life insurance, short/long term disability, paid family leave and 401k.
