Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates, which operate non-profit health centers across the U.S. PPFA also works to educate the public on and advocate for issues of sexual and reproductive health. Formed as the advocacy and political arm of Planned Parenthood Federation of America, Planned Parenthood Action Fund is a separate non-profit membership organization tax-exempt under section 501(c)(4). The Action Fund engages in educational, advocacy, and limited electoral activity, including grassroots organizing, legislative advocacy, and voter education in furtherance of the Planned Parenthood mission. Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund seek a Senior Director of Campaigns and Elections. This job reports to the National Director of Campaigns in the Organizing, Engagement, and Campaigns team in the External Affairs division of PPFA. The Organizing and Engagement Campaigns department provides support to state and local Planned Parenthood members and advocacy and political organizations (collectively, “local PP organizations”, cross-divisional campaign alignment and implementation, and internal coordination in building long term organizing power to protect and expand access to sexual and reproductive health care and ensure that those most impacted by policy decisions have a say in those decisions.
Purpose:
- The Senior Director of Campaigns and Elections will lead a multi-cycle strategy to build power at the state and national level. In the next five years, PPFA, Planned Parenthood Action Fund, and PP Votes will advocate at the state and federal level for the preservation and expansion of sexual and reproductive health and rights, achieve electoral victories in the 2026 and 2028 elections, create and promote conditions for Planned Parenthood health centers to provide sexual and reproductive health care, and bolster the political, advocacy, organizing and movement building infrastructure within the federation. The upcoming elections, 2030 census, and redistricting process are key steps towards winning a national, durable, expansive right to abortion by 2040, and the Senior Director of Campaigns will drive this electoral strategy.
- The Senior Director of Campaigns and Elections co-leads the PPFA Campaigns Team which is charged with winning victories for reproductive health care in states and nationally. This team works closely with in-state Planned Parenthood advocacy and political organizations to advance a shared agenda. The Senior Director of Campaigns and Elections shares direct and matrixed managerial responsibility of the Regional and Campaigns Directors and Managers, all of who provide support for organizing, communication, policy, change management, and political programs of Planned Parenthood state organizations.
- The Senior Director of Campaigns & Elections manages Planned Parenthood Votes’ and Planned Parenthood Action Fund’s Independent Expenditure program, overseeing national and statewide electoral campaigns across the national office and in deep partnership with Planned Parenthood local advocacy and political organizations. The Senior Director is a strategist, partner, and consultant on ballot measure campaigns, federal and state-level legislative strategy and long-term power building. Their success relies on deep investment in youth and people of color-centered campaigns, organizing, and data-informed electoral programming, in order to drive movement building, policy wins, and culture change.
Engagement:
- Directs multi-million dollar electoral IE expenditures on direct voter contact to win elections at every level of the ballot.
- Represents Planned Parenthood Votes to external partners including donors, allies, and media. Participate in fundraising requests as required.
- With the National Campaigns Director and Regional/Campaigns Directors, builds, maintains, and supports relationships with national and state based IE partners across the country, including but not limited to state c3 and c4 tables, American Votes tables, donor tables, research tables, and communications/digital hubs. Holds, learns and shares learning with experts in the field of electoral targeting, direct voter contact and field program efficacy, research including program experimentation, message testing, and linear, streaming and digital media ad buys. Drives these relationships towards the goals of building out and executing smart and well resourced independent expenditure and other electoral programs.
- On behalf of the Action Fund and/or PP Votes, supports strategic planning with state and local PP advocacy and political organizations to secure electoral victories for champions of sexual and reproductive health.
- Manages the Campaigns team alongside the Senior Director, Campaign Strategy.
- Supports Regional Campaigns Directors and Managers as they navigate their responsibilities with state and local PP advocacy and political organizations and their leaderships.
- Lead coordination of divisions and departments for electoral programs alongside Vice Presidents and Director level leaders or higher.
- Partners with Senior Director, Campaigns Strategy to lead the collaboration of Campaigns team across national office teams like Digital, Communications, Brand & Culture, Data and Analytics, State Policy, Political, Operations, National Organizing, Strategic Partnerships, Government Relations, Development and other relevant public affairs teams.
- Advocates for PPV/PPAF/PP local and advocacy groups’ electoral strategy within the federation and across the electoral ecosystem.
Delivery:
- Oversees and manage the strategy, planning, and implementation of Planned Parenthood Votes (PPV) national independent expenditure electoral program.
- Manages national office teams and Regional Campaigns Directors to execute campaign strategies including providing campaign direction, applying research to program strategy in states, determining and negotiating voter universes with partners, sharpening in-state earned media plans, developing volunteer program growth goals, and management of vendors to achieve program goals.
- Makes budgeting decisions alongside the National Director.
- Oversees compliance in partnership with the operations team.
- Manages the successful implementation of the electoral, federal congressional, and state legislative campaigns by representing the campaigns team in one or more cross-departmental/cross-divisional teams.
- Supports regional campaign team in conducting strategic campaign planning with Planned Parenthood members and their related advocacy and political organizations in order to create the conditions that would support an expanded Planned Parenthood health care footprint, heightened capacity, ambitious goals for supporter growth, public policy accomplishments, and the advocacy and political organizations’ electoral victories.
- Provides strategic guidance on campaign development, grant-making, and evaluation of state and federal campaigns.
- Manages up to three Regional Campaigns Directors.
- Connects and leverages other national office departments and divisions in delivering support to PP state advocacy and political organizations, including Development, Data, Digital and Communications.
- Assists in the development and on-site facilitation of national meetings including national trainings, conferences and events throughout the country.
- Maintains current and accurate files, track affiliate and state office activity to provide weekly reports, and monitor work-related financial expenditures.
- Travel throughout the US and to national meetings/conferences
- Performs other duties as assigned.
Knowledge, Skills and Abilities (KSAs):
- At least 10 years of related political and electoral leadership, with minimum 1-2 cycles on independent expenditures.
- Management experience, not only of direct reports, but also of lateral cross-divisional teams. Must be able to motivate and collaborate with teammates and matrixed staff.
- Must be able to build trust and work effectively with leaders across the country from Planned Parenthood state organizations.
- A track record of creating and maintaining strong work relationships with a diverse set of colleagues is required.
- Experience as a grassroots organizer; adept at consulting, advising, and training others to increase organizing activities and strategies.
- Proven ability in developing electoral budgets and executing strategies like direct voter contact, mail, digital.
- Proven track record of leading programmatic work through a lens of racial equity. Fluency in racial equity frameworks and proven track record of working with diverse communities.
- Proven ability and fluency in long term power-building with a movement lens.
- Proficient trainer and communicator and possess assessment and analytical skills that allow effective coaching and consulting.
- Ability to identify priorities, work independently and develop tactics for addressing issues or requests and extensive knowledge of public policies at the state and federal level.
- Ability to stay ahead of all electoral related data and analytics tools and trends and be able to lend not only knowledge but also expertise about these tools and trends. Knowledge of research methodologies including randomized controlled trials, surveys, and qualitative methods and experience implementing them in campaigns.
- Must be willing and able to work extended hours as needed. Ability to respond to the needs of a fast-paced operation.
