Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.

Planned Parenthood Action Fund is the advocacy and political arm of PPFA. For over 100 years, Planned Parenthood has done more than any other organization in the United States to improve women’s health and safety, prevent unintended pregnancies, and advance the right and ability of individuals and families to make informed health care decisions. 

Purpose:
Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (Action Fund) seek a skilled Manager, Elections and Ballot Campaigns 

Please note, this role is a temporary role through 12/15/2024. 

The Manager, Elections and Ballot Campaigns  will work in partnership with national office team members and local PP organizations to support the development, execution and amplification of strategic campaigns primarily in support of our strategy to drive adoption of state constitutional amendments to restore, protect, or expand access to abortion. The Manager, Elections and Ballot Campaigns reports to the Director of Campaigns in the Campaigns & Elections team in the Organizing & Electoral Campaigns department of PPFA and Action Fund. The Manager will provide broad strategic and operational capacity and play a foundational role in supporting the work across the campaigns, including but not limited to:

⦁ Creating and managing project plans and resources.

⦁ Managing team communication workstreams.

⦁ Collaborating with team members on vendor and partner management, and resource centralization.

⦁ Budget and cash flow monitoring.

⦁ Cross-divisional review chain processes for ballot initiative elections supported by PPFA and/or Action Fund.

The Manager’s success relies on deep grounding in project management, a rigorous attention to detail and ability to identify individual issues and create systems as solutions.

Engagement: 
⦁ Works closely with the Campaign Director, Ballot Initiatives and National Campaigns Director to develop, implement and communicate our constitutional amendment strategy to protect, restore and expand access to abortion.

 Creates and communicate tools to ensure state ballot initiative campaigns are anchored in: (1) strong, diverse coalitions; (2) creative and impactful organizing that is accountable to patients and BIPOC communities facing health disparities; (3) strategic data, messaging and modeling, and (4) robust, durable policy language.

⦁ Persuades internal and external stakeholders towards project completion. 

⦁ Fosters collaboration and resolves conflict.

⦁ Partners closely with the Office of General Counsel, Finance, Management Operations and other internal operational teams on review processes, budgeting, cash flow, contracts, and grants.

⦁ Develops and occasionally leads external communications including but not limited to partner updates, webinars, donor briefings and memos.

⦁ Leads internal communications and tracking between national department stakeholders, and external partners, primarily ballot committees, on paid tactics. Will be responsible for convening check-ins and debriefs as needed and assessing priorities based on input from the Director.

⦁ Attends internal or external meetings as requested by Campaigns Director.

⦁ Participates in all regular team- and department-wide meetings.

⦁ Coordinate and direct ballot measure compliance and reporting responsibilities across multiple departments and with the Office of General Counsel. 

⦁ Where assigned, works with local PP organizations or ballot committee to identify shared goals, develop work plans, and secure agreement to identified deliverables.

⦁ Participates in and direct campaign activities on the ground as needed, and assess resource needs (funding, tactical support on the ground, or technical support) for campaigns. 

⦁ Works as a team player in a high-pressure work environment.

⦁ Coordinate and direct activities across teams which will include organizers, volunteers, and staff from multiple Planned Parenthood organizations and at times, coalition partners.

Delivery:                                                                               
⦁ Independently creates project plans and manages deliverables that are designed for easy use and to anticipate team needs. 

⦁ Particularly adept at taking one-off tasks and systematizing them for teams that are spread out across multiple departments and states.

⦁ Establishes team tracking systems and document management systems to facilitate ballot initiative elections supported by PPFA and/or Action Fund.

⦁ Manage internal campaign operations systems, vetting, and compliance requirements in collaboration with Finance and the Office of the General Counsel, including to ensure the appropriate reporting of tactics and spending to campaign finance regulatory authorities.

⦁ Work closely with the Senior Director and Campaign Director around state program project management.

⦁ Produce and maintain a variety of slides, reports, summaries, spreadsheets, and other written documentation for different audiences. 

⦁ Developing project schedules and workflows, identify impact moments, opportunities for integration, and define workflow within the electoral and accountability work streams and in collaboration with cross divisional teams.

⦁ Manage the systems and files for the electoral workstreams.

⦁ Set up debrief systems for various work streams and compile that knowledge into actionable lessons for future projects.

⦁ Provide administrative support for the campaigns team.

⦁ Assist in organizing peak moments & national days of action.

Knowledge, Skills and Abilities (KSAs): 
⦁ Minimum of 3 years relevant professional experience in electoral or ballot measure campaigns and project management. Ballot campaign experience preferred.

⦁ Exceptional written and verbal communication and interpersonal skills. 

⦁ Adept at leveraging negotiation and diplomacy tactics while building and maintaining partnerships with teams and individuals, and moving everyone towards progress. 

⦁ Must be able to motivate and lead teammates and colleagues who are not direct reports and across divisions and geographies.

⦁ Self-starter with a high level of creative initiative. Practiced at making decisions quickly and multi-tasking between project-based work and operations. 

⦁ Aptitude for adhering to deadlines, guidelines, and procedures, paying attention to detail, and following through on action items.

⦁ Able to adapt to rapidly evolving campaign priorities, maintain composure, and demonstrate impeccable judgment in the face of ambiguity or high-stress situations. 

⦁ Flexibility to work occasional extended hours and weekends. 

⦁ Discretion in handling sensitive or confidential information.

⦁ Investment in sexual and reproductive health and justice, public health, and/or electoral work. Demonstrated commitment to racial and gender equity, and social change.

⦁ Applies a strong race equity lens and experience in project management design, decision, analysis, and engagement.  

TRAVEL : 0-25% | Travel for state campaign support or national escalations as applicable.


$82,000 - $87,000 a year
