Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek a flexible and experienced Technical Project Manager. This job reports to the Director of Project and Portfolio Management in the Office of the CIO at PPFA. The Office of the CIO provides support across the CIO Department to ensure efficiencies, prioritization, and standardization while cultivating a culture of agility and innovation. 

Purpose:

The purpose of the Technical Project Manager role is to manage projects that enable
high-velocity, high-quality product delivery, across one or more teams. This role is expected to primarily manage software development projects using agile scrum-based methodology and existing scrum teams, but may also manage other technical projects.

In addition to planning and overseeing the delivery of specific projects, this role plays a key part in enabling a productive, healthy working environment. The Technical Project Manager participates in designing and implementing sustainable and effective project delivery systems across the entire CIO division and facilitates successful collaboration across the division and organization.

Engagement:

The Technical Project Manager works closely with stakeholders at all levels across the organization and throughout the CIO division, both technical and non-technical, to ensure their projects are delivering the expected outcomes. As such, the role is an ambassador of the CIO division to the rest of Planned Parenthood Federation of America.

Delivery:

The core responsibilities for this position are detailed below.
Manage Scrum Teams and Agile Project Delivery
●Own and operate all scrum team ceremonies and processes with the goal of continuous development of new and existing applications
●Manage the team’s backlog, ensuring:
○High-quality tickets ready for development before being promoted for work by facilitating coordination between product owners, design, QA, and tech leads on writing tickets
○All tickets necessary to complete a given product or project’s objectives are identified, organized, and well defined
○Dependencies are proactively identified and managed to drive smooth work delivery
○Work makes sense both in terms of how it fits into the broader product and roadmap and in our codebase and architecture
●Plan sprints, ensuring:
○All relevant teams are consulted and informed of the work of the team and in agreement with requirements, success / acceptance criteria, and QA criteria
○Clear sprint goals are articulated based on product and project timelines
○Decisions, priorities, and resources are aligned between technical and product leadership and dependencies and risks are handled properly
●Run sprints, ensuring that the work is done, on time and in alignment with all relevant standards, requirements, and processes

Manage Other Projects
●Responsible for managing technical and team projects outside of scrum teams as assigned.
●Plan projects, including: collecting requirements and defining project objectives, and execute with the appropriate level of detail and input based on objectives and requirements
●Oversee the delivery of projects in alignment with CIO department project management standards, including:
○Translate work plans into actionable pieces of work in consultation with SMEs and oversee the completion of that work, including identifying and mitigating dependencies, blockers, and bottlenecks, running of all processes, coordinating staffing needs, and overcoming obstacles with strong communication

Build, Maintain, and Support Operational Processes
●Facilitate and optimize end-to-end development processes
●Adhere to our secure software development lifecycle practices.
●Follow portfolio management, project management, file management, and software development processes
●Responsible for evaluating and continuously improving our scrum team, portfolio management, and project management processes, including following CIO communicating process changes for impacted staff and working to make transitions as smooth and predictable as possible
●Responsible for maintaining our standards, guidelines, and all relevant process documentation.
●As needed, participate in the hiring process, assist with the definition of training programs, and mentor members of the team.

Knowledge, Skills and Abilities (KSAs):

To excel in your position, you possess the following functional competencies:
●5+ years of experience working in the technology industry, some development background preferred. No formal experience as a software engineer is required, but familiarity with the general ideas and tools for modern software development is, such as:
○Source control systems, preferably git.
○Development workflows, such as git workflow.
○Secure Software Development Lifecycle best practices and standards.
○DevOps, Continuous Integration, and Continuous Delivery practices.
○Application code security and network security strategies.
○Vulnerability scanning, logging and monitoring processes.
●5+ years of experience managing projects, some software development projects preferred
●Experience with agile methodologies / development processes and writing tickets with technical acceptance criteria.
●Experience with JIRA, Asana, or other ticket and project management tools.
●Experience with systems design and development from business requirements analysis through to day-to-day management.
●Have strong organizational, administrative, and project coordination skills, with the ability to effectively manage multiple priorities.
●Are experienced in facilitating efficient, meaningful discussions.
●Are comfortable developing and following detailed processes.
●Are always seeking to learn, grow, and improve.
●Enjoy working with others to develop solutions and resolve issues.


Travel: 0-10%, as needed.


$120,000 - $130,000 a year
