Position Summary: Manager, Supply Chain is responsible for the purchasing and inventory control functions of the affiliate, control over physical inventories, and proactive review and analysis of affiliate wide purchasing costs and relationships. Coordinate bidding requests for major renovations and capital investments, review and negotiate contracts and agreements for price advantage and terms on an annual basis, and as opportunities arise, and actively manage purchasing procedures for all medical and non-medical supplies and equipment. Coordinate equipment leasing and service contract commitments for all locations.
Essential Functions:
· Responsible for reconciling month-ending physical counts against receiving and usage and conducting periodic audits as needed by the results of the month end inventory or on a random basis. Provide monthly variance reports to the various stakeholders and work with department heads to mitigate variances.
· Oversee, and participate in, full and comprehensive year-end inventory counts and valuations.
· Maintain separation of 340B items within purchasing systems and records; oversee and ensure that procedures related to physical separation of 340B inventory items are being followed at all PPHP sites and facilities. Conduct quarterly 340B compliance audits at a minimum of 3 locations per quarter. Follow-up and provide closure to any open issues.
· Develop and maintain appropriate inventory PAR values to facilitate proactive ordering of required supplies.
· Proactively develop, communicate, provide oversight and maintain critical policy and procedure and related documentation, including, but not limited to, PPHP formulary of medical supplies, NDC numbers, office and other supplies, discontinued items and vendors, etc.
· Responsible for management and maintenance of centralized purchasing system, including issuance of complete and accurate purchase orders, maintenance of open and closed purchase orders, and monthly activity reports.
· Support the annual capital budgeting process by obtaining requested cost estimates.
· Obtain confidential competitive bids and delivery dates according to the PPHP purchasing procedure. Conduct cost/price/value analysis of materials and supplies for one-time capital equipment acquisitions.
· Maintain and review contracts and agreements, including vendor and supplier accounts, equipment leases, and service contracts.
· Maintain schedules of key equipment, including medical equipment and copiers, to facilitate planning for scheduled, routine replacement.
· Proactively search the market for new, alternative and less costly products, materials, equipment, and services, and recommend changes.
· Process returns for credit on a timely basis.
· Function as liaison between all PPHP departments/sites and vendors in all purchasing matters.
· Provide purchasing technical assistance and training to all PPHP operating sites.
· Professionally represent PPHP in working with PPFA, related parties (such as Afaxys), and other PP affiliates; review all Afaxys communications to assess, and communicate as appropriate, any implications that PPHP needs to be aware of, including changes in suppliers or costs.
· Participate on committees and work groups, as required.
· Other duties as assigned by the Chief Financial Officer.
Non-Essential Functions:
· Regularly checks personal PPHP email account for important affiliate-related communications, at least every 24 hours.
Qualifications:
Experience, Education and Licensure
· Bachelor’s degree in business administration, or equivalent experience.
· A minimum of 5 to 7 years’ purchasing experience, including inventory management.
· Strong Microsoft Office skills, including Excel, Word and Outlook.
· Ability to negotiate effectively with vendors’ representatives.
· Demonstrated proficiency in implementing/maintaining purchasing and inventory systems.
· Business management skills.
· Interpersonal skills/ability to work effectively with staff and outside vendors relating to all purchasing matters.
· Strong written and verbal communication skills
· Ability to work flexible hours including evenings and weekends and be available to handle emergency situations.

When determining a team member's base salary and/or rate, several factors may be considered as applicable including location, specialty, service line, years of relevant or relatable experience, education, credentials, budget and internal equity.
