Planned Parenthood League of Massachusetts (PPLM) is looking for a highly experienced, organized and motivated Procurement/Purchasing Manager to join our Finance/Procurement team.

The Procurement/Purchasing Manager will oversee procurement activities, ensuring the efficient and cost-effective acquisition of materials, supplies, and medications for our health centers and administrative offices across Massachusetts. This position is vital to maintaining the quality and availability of resources necessary for our health centers, health services and administrative functions.

Responsibilities:

    • Procurement Management:
    • Develop, implement, and manage procurement strategies to ensure the timely acquisition of materials, supplies, and medications.
    • Oversee the procurement process, including vendor selection, contract work, and purchase order management to follow PPLM policy.
    • Evaluate, negotiate, and approve contracts with suppliers to obtain best price and service, utilizing the power of purchase and the economies of scale
    •  Ensure compliance with organizational policies, state and federal regulations, and industry standards, such as 340B, and Title X.

    • Vendor Relations:
    • Evaluate vendor performance and ensure high-quality and cost-effective supply.
    • Resolve any issues or discrepancies with vendors in a timely manner.
    • Establish, evaluate, and maintain vendor relationships and service level agreements, conduct the RFP process for new vendor acquisitions and on-board new vendors

    • Inventory Control:
    • Monitor and manage inventory levels to ensure adequate supplies without overstocking.
    • Implement inventory management systems and practices to enhance efficiency and accuracy.
    • Conduct regular inventory audits and develop strategies to minimize waste and reduce costs.
    • Oversee annual inventory audit

    • Budget Management:
    • Develop and manage the procurement budget in collaboration with the CFO.
    • Track and report on procurement expenditures and identify opportunities for cost savings.
    • Ensure fiscal responsibility and adherence to budgetary constraints.
    • Work with Health Centers and other departments to forecast and budget for required purchases

    • Team Leadership:
    • Lead, mentor, and develop the procurement team, promoting a culture of continuous improvement and excellence.
    • Set performance goals, provide regular feedback, and conduct performance evaluations.
    • Foster collaboration and communication within the team and with other departments.
    • Work with Quality Assurance and medical team in the development of specifications for services, equipment, products, and supplies or substitute materials
    • Ensure all inventory on long-term national backorder and liaise with PPFA and affiliates on backorder product substitution

    • Process Improvement:
    • Continuously evaluate and improve procurement processes and procedures
    • Develop inventory control performance metrics that provide ongoing analysis and tracking.
    • Implement best practices and innovative solutions to enhance efficiency and effectiveness.
    • Stay informed about industry trends, market conditions, and emerging technologies.
    • Research new equipment, supplies, or vendors and makes recommendations to other departments

Qualifications

    • Bachelor’s degree in Business Administration, Supply Chain Management, or a related field. MBA or related advanced degree preferred.
    • Minimum of 3-5 years of experience in procurement or supply chain management, with at least 2-3 years in a leadership role.
    • Strong knowledge of procurement principles, practices, and regulations.
    • Experience in the healthcare sector, particularly in managing medical supplies and medications, is required.
    • Excellent negotiation, communication, and interpersonal skills.
    • Proven ability to develop and manage budgets effectively.
    • Strong analytical and problem-solving skills.
    • Proficiency in procurement software and inventory management systems.

Roles that are denoted as Hybrid require 1 day per week in the office unless the role is denoted as onsite, which requires working onsite full time or 5 days per week.
