The Chief Medical Officer (CMO) provides leadership, oversight, and direction for PPLM's medical services. The CMO maintains clinical standards as established by the PPFA National Medical Committee through oversight of the RQM Program. They take an active role in medical administration, quality improvement, and program development activities. The CMO interfaces with external medical community agencies and organizations, is a member of the PPLM Executive Team, and reports to the Chief Executive Officer (CEO) at PPLM. 
 
Reporting to the CEO, the CMO is responsible for overseeing delivery of health services and ensuring that all quality of care is in compliance with the Medical Standards and Guidelines of Planned Parenthood Federation of America (PPFA) and with federal, state, and local regulatory requirements. The CMO will provide direct medical care at all PPLM sites including abortion, family planning, complication management, and other sexual and reproductive health services as required. The CMO is the Program Director for colposcopy, LEEP, ultrasound, abortion, early pregnancy evaluation and management of complications, and all other GYN services. Working with clinical and operational leadership at the health centers, the CMO is responsible for the clinical aspects of improving levels of productivity, clinical flow, patient satisfaction, and staff support.  
 
As a member of the organization's Executive Team, this position partners with the other executive management team members to determine organizational strategy and to drive the direction of the business. The Executive Team acts as advisor to the CEO, as the decision-making group on cross functional issues, and as the strategy setting group with regards to the future of PPLM. 

ESSENTIAL RESPONSIBILITIES:

    • CLINICAL 
    • Provides direct patient care and clinical services and oversight of all clinical services at all PPLM health centers. Skilled in performing office-based gynecology procedures including colposcopy, LEEP, analgesia and sedation, STI screenings, medication abortion and surgical abortion in the 1st and 2"' trimesters. 
    • Participates in on-call services and is available for medical consultation to clinicians regarding specific clinical management for clients. Sees patient for direct medical consultation as appropriate. 
    • Participates in the development of referral relationships with other health care delivery systems. 
    • Facilitates regular Advanced Practice Clinician meetings with the Director of Clinical Services and coordinates annual physician meetings. 
    • Participates in the Quality, Risk, and Compliance Committee, the risk and compliance governing body within the PPLM Board of Directors 
    • Knows emergency procedures as indicated in the Policy and Procedures Manual and assumes responsibility for triage in the case of an emergency 
    • Serves as a liaison to PPFA medical committees; participates in medical leadership and serves as a subject matter expert to other PPLM-related entities (e.g. CHN, the PP Epic instance etc). 

    • ADMINISTRATIVE/MANAGERIAL 
    • Assist in hiring, training, developing, overseeing, and evaluating, lead clinicians, Director of Clinical
    • Services, Lab Medical Director, Director of Clinical Quality, clinicians, and physicians. 
    • Manage physicians: assure physician coverage at all sites; oversee hiring, scheduling; perform
    • observations and quality assurance oversight of all physicians. 
    • Oversees research at PPLM and supervises the VP of Research and Clinical Training. 
    • Manages the Lab Director and provides clinical oversight of any new laboratory services 
    • Serves as clinical supervisor for Advanced Practice Clinicians in coordination with the Director of Clinical
    • Services and Lead Clinicians 
    • Works with health center management and staff to meet productivity standards and serves as a key
    • change agent in leading all productivity and clinical operational improvements. 
    • Manage Clinical Risk & Quality Management efforts, including internal compliance with accreditation
    • standards, regulatory requirements, OSHA compliance, and clinical RQM management issues. 
    • Complete the Medical Director's statement on occurrence reports to PPFA. Review complications,
    • provide feedback and take appropriate medical action. 
    • Draft, review, revise, and approve PPLM medical policies, protocols, and written patient consents and
    • information. 
    • Serve as active participant in electronic medical record enhancements. 
    • Partner with the COO and health center leadership to assure clinical quality services meet established
    • productivity standards, patient experience, and KPI operational benchmarks and targets. 
    • In collaboration with the COO and the Chief People Officer, assures credentialing and privileging for all
    • providers (physicians and Advanced Practice Clinicians) is current and according to standards. 
    • Collaborate with the VP of Research and Clinical Training and the ASPIRE Center director on projects
    • related to the ASPIRE Center, in particular related to clinical training and health center operations. 
    • Plan improvement and expansion of existing health services. Utilize experience of other PPFA affiliates
    • as well as other health care providers. 
    • Lead PPLM clinical protocol revisions in response to changes in the PPFA Manual of Standards and
    • Guidelines. Assist in the revision and development of PPLM medical policies, protocols, written consents, and patient information. 
    • Participates in the medical component of PPFA Accreditation and DPH clinic licensure at all seven sites. 
    • Travel to meetings and conferences as needed. 
    • Read, understand, and uses all relevant PPLM protocols. Keeps updated on all changes and incorporates
    • those changes into practice. 
    • Maintain current licensure, including DEA and Controlled Substance License. 
    • Maintain hospital privileges. 
    • Maintain ACLS certification. 
    • Other tasks and responsibilities as needed 
    • Participation in PPLM's efforts to achieve goals for productivity 

OTHER DUTIES AND RESPONSIBILITIES:

    • Board certified or eligible Doctor of Medicine (MD) with specialty in Obstetrics and Gynecology 
    • Active MA medical license, state and federal DEA registration 
    • Eligible for local hospital staff/admitting privileges. 
    • ACLS certified. 
    • Responsible for the following direct reports: VP of Research and Clinical Training, Director of Clinical
    • Services, Director of Clinical Quality, Lab Medical Director, physicians and clinical oversight of APCs in
    • collaboration with the lead clinicians and Director of Clinical Services 
    • Rotate On-Call coverage with the VP of Research and Family Planning Fellows 
    • Availability during PPLM normal business hours including Saturdays 
    • Participates in the MD on call service 

QUALIFICATIONS:

    • Strong clinical knowledge in sexual health and reproductive care. 
    • Experience with and understanding of health equity and public health work related to SRH. 
    • Motivated self-starter with the ability to work as part of a team, develop and follow-through on ideas,
    • and lead staff. 
    • Experience in innovative program development, management, and evaluation. 
    • Excellent interpersonal and communication skills and attention to detail. 
    • Working knowledge of data management and analysis, with interest and/or experience in applying these
    • skills to systems evaluation and development of Quality Improvement tools. 
    • Ability to relate to individuals of varying backgrounds and ages in a non-judgmental yet empathetic
    • manner. 
    • Ability to work in a fast-paced environment. 
    • Ability to function as part of a medical team and work well with Advanced Practice Clinicians.
