POSITION SUMMARY
The Regional Director of Health Care Operations will be responsible for overseeing healthcare services in the St. Louis area. They will work closely with the health center managers, to supervise, and develop teams to ensure quality care delivery within the Planned Parenthood scope of services. Responsible for centers productivity and for goal achievement at assigned health centers. Responsible for administration and compliance with Title X and other grant funded programs executed in the region.
Hours, Travel, and Physical Requirements: Monday – Friday and occasional Saturday: Flexibility in hours, including evenings and some weekends. Requires computer skills, excellent English verbal and phone skills. Must have reliable and efficient transportation and be willing to travel to multiple sites. This position also requires computer and writing work that will require sitting at a desk for extended periods and requires standing for periods of time in excess of one hour and moving throughout health center. This position may fulfill the cell phone reimbursement policy requirements.
PRIMARY DUTIES PERFORMED
Health Center Operations
● Responsible for all operations for assigned Health Center(s) including staffing, financial, clinical and administrative performance
● Works closely with Vice President to ensure compliance and timely reporting with affiliate (MS&G) and programmatic (Title X) regulations
● Attend in-person quarterly Title X meetings
● Works bidirectionally with senior leadership and the health center manager, to ensure efficient and fiscally responsible delivery of care
● Familiarity with and facile use of affiliate and federation resources
● Works with the Vice President of Patient Services to establish fiscal year goals and annual budget.
● Adheres to budget goals for the health centers by optimizing operational expenses, and monitoring team member overtime goal
● Ensures payroll is processed accurately and timely and ensure scheduling is accurate for the assigned area
● Act as liaison to larger affiliate work streams - communication, development, marketing, policy, and education
● Responsible for establishing positive community presence, marketing and sales effort for assigned centers; Work in partnership with the Marketing team to maximize new patient outreach efforts and increase visibility in the community
● Identify and work with local organizations to establish consistent and reliable referral systems
● Oversee site maintenance and ensure the centers have access to the appropriate resources; may be required to review and approve supply orders as needed
● Maintains strict confidentiality with regards to the EMR, medical records and other patient and team member data, as required per compliance and regulatory rules and expectations
● Manages performance across all St. Louis sites by leading KPI meetings and collaborating with RQMs, clinical leadership and operational leadership on metric improvement.
● Participate in periodic accreditation standard surveys and assessments
● Ensure high quality patient care is provided; follow up with patients escalated customer service concerns.
● Active member of the department management and supervisory team
● Participates in planning improvements for quality customer and medical care in center and in department and reduces barriers to care
● Utilizes established scheduling systems and expectations to ensure maximum productivity, access for patients, and quality care
● Assist health center manager as needed in trouble shooting unexpected gaps in scheduling. May be the staff who fills in when a scheduling gap occurs due to unexpected illness, planned vacation, staff turnover, or other occurrence
● Accountable for fiscal assets, including doing deposits, tracking errors, ensuring computer batching accuracy and reconciliation, handling petty cash, and monitoring staff for compliance with fiscal standards and policies
● Monitors monthly revenue and expenses and work with Vice President of Patient Services on maintaining fiscal goals
● Oversees monthly operational reports (including but not limited to pending charges, charge posting, billing errors)
● Regularly checks and monitors the computer reports for accuracy in data entry. Follows up with staff if further training is warranted
● Monitors and orders supplies in health centers. Ensures that inventory is available for use, is properly stored, is of appropriate amount, and is up to date
● Meets regularly with Vice President of Patient Service to discuss site needs, prioritize tasks, share staff updates.
● Additional duties as assigned from Vice President.
Personnel Responsibilities
● Responsible for maintenance of appropriate staffing levels for all health centers; includes, but not limited to developing the staffing model, and collaboration with recruitment coordinator to interview and hire new team members
● Oversees the recruitment and hiring process for St. Louis health center staff
● Responsible for team management activities, including but not limited to staffing, training, performance evaluation of health center manager, tracking and approving time-off request of health center manager and when needed assisting health center manager is similar duties for remaining health center staff.
● Meet regularly with health center manager to assess centers compliance, productivity and quality
● Responsible for job evaluations for health center manager
● Makes immediate interventions as necessary for any performance concerns.
● Ensures that all new staff receive appropriate training before allowed to function independently, including completing and securely storing proctoring and privileging documentation.
● Assists with new HCM training and provides leadership to HCM’s
● Monitors staff/client interactions to ensure quality customer and client-centered care and attention to policies
Other Duties
● May lead, attend and serve on affiliate committees or task forces if directed
● May lead, attend and serve on community coalitions if determined to be conducive to achieving the goals of site(s)
● Contributes to the growth of the agency and of health centers by participating in goal setting, cost savings activities, internal patient marketing, increasing patient volume and is evaluated on this
● Assists in assessing patient and staff satisfaction and assists in redesigning system to achieve goals of site, department, and agency
● Additional duties as assigned
● Periodic travel to other locations may be required
QUALIFICATIONS:
● Baccalaureate degree preferred. If not degreed, minimum of five years of relevant healthcare managerial experience including people management
● Strong independent decision maker, ability and willingness to act within the best interests of PPSLRSWMO and our clients
● Excellent English language proficiency – oral and written, excellent interpersonal skills, including phone skills; articulate; high energy; ability to work on a team; assertive
● Strong organizational skills, self-directed and motivated, strong follow-through and determination, creativeness
● Current driver’s license, current insurance and own/have reliable transportation
● Commitment to Planned Parenthood mission, organizational values, goals, and philosophy. Ability to articulate this to staff and to others
● Bilingual skills a plus, particularly Spanish
