Position: Division Assistant Superintendent
Location/s: Richmond, VA
Duration: Full-Time Direct
Shift: On-call and report to assigned shop within one hour
 
Job Description:

Qualdoc is seeking for a Division Assistant Superintendent to be responsible for all aspects of work performed in service delivery for emergency derailments, specialty lifting, car repair, load adjustment/transfer, and track maintenance/repair/new builds. Oversees and assists Supervisors as they execute plans for work accomplishment necessary for the completion of multiple projects while meeting deadlines and customer expectations for safety, quality, and DOT regulations. Ensures that all activities are carried out in a safe, effective, professional, and efficient manner to protect employees and the assets of the Company.

This position is expected to:

    • Assigns jobs/projects to Supervisors.
    • Monitors work ensuring compliance with schedule/budget/customer outcome expectations.
    • Coordinate work related activities to identify potential problems and develop solutions for efficient job/project completion.
    • Regularly visits work sites to provide support to Supervisors.
    • Provides leadership and guidance to Supervisors to facilitate timely project completion, ensure efficiency, and emphasize safety.
    • Reinforces company and customers standards in safety, quality, and DOT regulations.
    • Responds to calls for assistance from the field and works to problem solve issues occurring on-site, makes recommendations for resolution seeking input from the Division Superintendent as warranted.
    • Ensures that direct reports submit accurate reports/data/documentation on a timely basis. Includes: payroll data, equipment usage, project reports, etc.
    • Trains newly promoted Supervisors in proper processes for submission of reports/data/documentation.
    • Provides regular input to the Division Superintendent to assist in development of forecasts for staffing needs, equipment/vehicle purchases/replacements, etc.
    • Develops understanding of the functional and financial control of the division including development and management of monthly/quarterly and annual budgets.
    • Directly interacts with railroad customers at all levels (managers, superintendents, engineers, etc.)
    • Ensures professional interaction through proactive communication and follow-ups on project status.
    • Establishes and maintains positive/professional relationship with oversight agencies as required (includes first responders, FRA, EPA, and other agencies that may have a presence on any job site).
    • Advise Railroad Construction Manager (or on-site equivalent) of potential problems, work interferences, schedule difficulties, etc., and assist in circumventing/resolving such problems as required.
    • Dedicates effort to furthering opportunities for growth through pursuit of new customer relationships.
    • Attends customer meetings, industry trade shows, and other meetings/events that provide a platform for expanding the scope of business engagements.
    • Provides hands-on demonstration of commitment to the division’s culture and maintenance of a positive work environment.
    • Provides leadership and mentorship to all employees to retain a well skilled and highly capable work force.
    • Participates in hiring/selection process.
    • Ensures that skills demos are performed at interview.
    • Develops interview skills to select the best talent available.
    • Provides coaching/counseling/feedback to direct reports to further develop their knowledge, skills, and abilities.
    • Assesses employee’s performance to conduct performance reviews.
    • Meets with employee(s) to provide feedback regarding job performance.
    • Identifies training needs and goals for further development of employee’s skills ensuring that employee is afforded the opportunity to attain these goals.
    • Utilizing input from Supervisors and others, monitors equipment/vehicles to assess condition, minimize down time, plan for replacement as needed and to ensure operational readiness.
    • Works in conjunction with the Division Superintendent to coordinate any out of service issues directly with Shop Manager.
    • Other duties as assigned.

Required Skills and Experience:

    • 5 years of progressively responsible experience in railroad industry including solid knowledge of D.O.T.
    • regulations including permitting for overweight and oversized loads, FRA regulations, and safety policies and procedures.
    • Proficient computer skills (including MS Office programs) and ability to learn additional software as required for operational needs including submission of project reports, payroll data, labor hours, etc.
    • Team player with ability to participate in planning processes and work with others to meet goals and objectives.
    • Strong and proactive communication skills as necessary to coach/counsel/provide feedback to employees, conduct job briefings, debriefings and communicate as necessary to improve and enhance the culture of the organization.
    • Must project positive and professional image to customers, co-workers, work crews, and general public.
    • Must possess a valid drivers’ license with good driving record; preference for possession of Class A or Class B Commercial Driver’s License (CDL).
    • Possesses technical skills in operation of multiple pieces of equipment including cranes, trucks, trailers, backhoes, excavators, etc. and ability to train others in their operation.
    • Demonstrated ability to read and understand crane load charts.
    • Demonstrated knowledge of capabilities and uses of various types of rigging and general understanding of freight car components.
    • Able to read, write and speak English.
    • Must pass qualification tests as required (includes: ERail Safe and other training/safety programs).
    • Must meet 24/7 availability to respond to emergency calls for service including weekends and holidays.
    • When in “on-call” status, and emergency call is received, must report to designated shop within one hour.

Physical Demands:

    • Constantly on feet.
    • Walking / carrying loads on uneven surfaces and in ballast.
    • Working in ALL weather conditions.
    • Working extended hours.
    • Constant bending, twisting, stooping, standing, and / or walking.
    • Occasional lifting of up to 50 pounds; loads more than 50 pounds and which can be reduced, should be made lighter.
    • Obtain assistance when lifting items weighing more than 75 pounds, or items which present ergonomic challenges in lifting/movement/placement.

Required Travel:

    • Frequent/extended overnight travel.
