Developing a Costed Implementation Plan of Liberia’s National Blood Safety Program’s Strategic Plan 2024-2028
 
I. Project Background
Postpartum hemorrhage (PPH), or excessive bleeding after childbirth, remains a leading cause of maternal mortality worldwide. Despite the significant progress made in skilled birth attendance and availability of proven interventions for prevention and management of PPH, timely access to blood transfusions as an essential component of emergency obstetric care remains a challenge in settings where the national blood supply and safe blood systems are inadequate. The Office of Maternal and Child Health and Nutrition within USAID’s Bureau for Global Health is providing MCH core funds to the Health Systems Strengthening Accelerator (HSSA), which is primed by Results for Development, to develop and implement a program of work in Safe Blood in Liberia, Malawi, and Rwanda. This includes analyzing existing blood systems, identifying primary barriers/challenges to availability of safe blood for treatment of PPH, and identifying solutions/opportunities.
 
In Liberia, HSSA has been collaborating with the USAID Mission and the Liberia Ministry of Health National Blood Safety Program (NBSP) to co-design and provide technical assistance to implement key interventions in priority USAID counties (Margibi, Bong, and Nimba) and at the national level. One key intervention has been the updating, approving, and launching of Liberia’s first National Blood Safety Policy 2024-2033 & Strategic Plan 2024-2028, which was officially completed on September 20, 2023. Now that the Strategic Plan has been officially launched and disseminated, the HSSA is working with NBSP to cost the Strategic Plan for submission to MOH. The objective is to support future resource mobilization efforts among both the government and development partners.

II. CONSULTANT SCOPE OF WORK

    • HSSA is seeking a short-term Consultant based in Liberia to support HSSA to develop and submit to NBSP a Costed Implementation Plan (CIP) of their Strategic Plan 2024-2028. The Consultant should have relevant costing, accounting, modeling, and health financing experience, preferably with Liberia MOH-funded programs.

    • In this role, the Consultant will work as part of the HSSA team based in Monrovia, Libera. They will work in close collaboration with the NBSP team and the MOH Health Financing Unit to develop a CIP for NBSP to submit to MOH by taking the following proposed steps:

      1.      Designing and receiving HSSA approval on a workplan to develop the CIP. Receiving buy-in from NBSP and the MOH Health Financing Unit.

      2.      Drafting and validating the CIP with the NBSP, and the MOH Health Financing Unit, and HSSA teams, including:
      a.      Meeting with NBSP to develop a better understanding of the program and Strategic Plan interventions.
      b.      Connecting with the MOH Health Financing Unit to receive any relevant guidance before initiating costing.
      c.      Selecting costing tools in consultation with the MOH Health Financing Unit.
      d.      Leveraging costing NBSP and HSSA have already completed for the MOH and development partners.
      e.      Developing a draft CIP.
      f.       Validating the draft with the NBSP, MOH Health Financing Unit, and HSSA teams.
       
      3.      Submitting the final CIP to NBSP and HSSA to submit to the MOH Health Financing Unit.
       
      III. Professional Services Fees & Payment Schedule​​ 
      ​​The activity shall commence in February 2024 and must be completed by the end of April 2024.

      ​Please include an estimate of the number of days and daily rate for the technical assistance to support the completion of the tasks above. The Consultant will be paid on the following deliverables schedule. 
      ​ 
      ​Payment 1: Signed Agreement and Workplan, estimated 2 days LOE 
      ​Payment 2: Drafted Costed Implementation Plan for NBSP and HSSA review, estimated 10 days LOE 
      ​Payment 3: Validated Costed Implementation Plan submitted to NBSP and HSSA, estimated 3 days LOE

      ​The Consultant agrees to obtain prior approval of any purchases (ex. costing tools if applicable) and approved costs will be reimbursed with receipt or other suitable documentation.

    • IV. Cause for Termination
    • If the Consultant is not meeting the level of quality and performance expected, R4D reserves the right to terminate the contract. Prior to this, R4D would have conversations with the Consultant to ensure they have a chance to improve their performance. Please refer to the Independent Consultant Agreement, Section 17 Term and Termination for further details on the conditions of termination.
