Program
Russia’s full-scale invasion of Ukraine has increased demand for rehabilitation services and underscored the need to strengthen the rehabilitation sector by addressing issues with governance, financing, workforce, service delivery, information systems, and assistive technology. The State Department-funded Rehabilitation for Ukraine (Rehab4U) project is working to create sustainable and fully integrated rehabilitation services within the Ukrainian health system across all levels of care. Rehab4U is led by Momentum Wheels for Humanity (MWH), with support from R4D, Deloitte, the National Assembly of People with Disabilities of Ukraine, and Project Hope.
 
Rehab4U is supporting the Government of Ukraine in its initiative to strengthen financing and governance for rehabilitation services as part of ongoing efforts to improve the quality and efficiency of health services.
 
Opportunity
R4D is seeking a Senior Health Financing and Leadership Expert to provide strategic, analytical and advisory support activities related to financing rehabilitation in Ukraine. The Advisor will join R4D as a part of the core program team and contribute health systems strengthening and financing expertise across all activities stipulated in R4D’s work plan.  Note: this opportunity is contingent on the receipt of funding from the donor.
 
Period of Performance
This opportunity is contingent upon the receipt of funding. The anticipated period of performance is October 2025 – September 2026.
 
Responsibilities
·       Provide overall program leadership support help develop and guide the activities.
·       Guide and advise project technical workstreams and activities, including costing of specialized rehabilitation services and priority service packages and translating global evidence on strategic purchasing for rehabilitation to the Ukrainian context.
·       Provide guidance and support to core team in developing context appropriate methodologies for program activities.
·       Support the supervision of local data collection activities, offering solutions for data access or quality issues that arise and data management support to ensure high quality results.
·       Source global evidence and best practices on costing rehabilitation services to be translated into the Ukrainian context and guide analytical work.
·       Provide technical assistance to local policymakers on rehabilitation services development with a focus on supporting data analytics and evidence-based decision-making.
·       Liaise with national and sub-national stakeholders to communicate program progress, solicit local objectives and priorities, and ensure institutionalization of project activities.
·       Facilitate collaborative health financing policymaking processes, including through virtual or in-person workshops (as requested and deemed necessary and permitted by travel safety & security and budget considerations).
·       Describe technical elements of project work clearly and compellingly to external audiences.
·       Guide and support technical staff and local partners to achieve project milestones within the anticipated project timeline.
·       Oversee a team of consultants to ensure high-quality work and develiverables
·       Liaise directly with prime to discuss program developments, challenges, and strategize solutions.
·       Ensure high quality of all major deliverables, including preparation of draft progress summaries, policy briefs, and technical reports as requested.
·       Provide strategic guidance on how to adapt project activities and deliverables to address changing and emergent priorities.

·       Provide direct support to the NHSU to implement and sequence changes to provider payments based on the costing study performed in - (estimated LOE hrs) 360 hours
·       Support MWH to provide targeted support to the Ministry of Social Policy, including helping to disseminate results and contribute to technical dialogues — 160 hours
·       Develop and implement a costing study in coordination with partners and contractors within the consortium on Ukraine’s priority service package for cancer, stroke, and myocardial infarction — 760 hours

Payment
Consultant will be compensated on an hourly basis with the receipt of a monthly invoice inclusive of a detailed timesheet documenting days and hours worked and activities.

Qualifications
·       Master’s in health economics with at least 15 years of health economics, health financing, and/or health systems strengthening experience in Eastern Europe
·       At least 10 years leading health financing programs in Eastern Europe, Ukraine preferred
·       At least 10 years conducting costing studies and interacting with national governments across eastern Europe. Special consideration to applicants with experience working with the NHSU in Ukraine.
·       Fluent Russian language skills required, Ukrainian language skills preferred
·       Must be based and legally able to work as a consultant in Europe
