Position Description
Redhorse Corporation has an opening for a Senior ISR Effectiveness Analyst.  As a member of the ISR Studies and Analysis Team within the ISR Operations Division, Warfighter Support Directorate, OUSD(I&S), the candidate will support senior-level DoD decision-making regarding ISR investment, allocation, and/or employment of ISR systems by conducting data-driven ISR studies and quicker-turn ISR assessments.  These analytic efforts evaluate the performance and effectiveness of ISR capabilities, as identified by the government, and are based primarily on quantitative and qualitative analysis of the intelligence and operational data. ISR capabilities include types of ISR (i.e., full-motion video (FMV), electronic intelligence (ELINT), moving target indications (MTI), signals intelligence (SIGINT), etc.), typically accomplished by a variety of systems (platforms and sensors). The work location for this position is at the Pentagon.

Primary Duties and Responsibilities for this position include:

    • Identify and gather ISR and operational data from organizations and systems involved in military operations in the theater(s) of interest. These datasets shall reflect operations conducted during the study period and include older data that is representative of current systems and employment. These datasets shall range from raw sensor data to finished intelligence products and shall include operational mission planning, outcome, and assessment data required to assess the effectiveness of the systems of interest. These datasets shall serve as the basis for the quantitative analysis of ISR effectiveness.
    • Quantitatively analyze variables driving performance differences, with emphasis on differences in system capabilities, target behavior, relevant infrastructure in the target environment, terrain-weather issues, and political constraints.
    • Identify opportunities to improve ISR capabilities with changes to Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLPF) including Tactics, Techniques and Procedures (TTPs).
    • Consider and leverage existing analysis of ISR performance and effectiveness, as conducted previously by DoD organizations.
    • Produce study and analytic reports in formats (e.g., PowerPoint, Word, etc.) suitable for briefing and dissemination, as directed by the government.

Additional duties and responsibilities:

    • Research and understand military intelligence strategies and senior leader priorities documentation to participate in senior level decision-making forums in order to discern key analysis questions and formulate, and present, high-impact study topics for government consideration.
    • Conduct direct observations with elements of joint/coalition forces conducting or supporting operations. Direct observations of operational units will be used to clarify mission context and to identify datasets relevant to the analysis.
    • Assist periodic government reviews with other government stakeholder organizations throughout the study planning, analysis, and reporting, including the ability to host large, classified stakeholder events at a contractor facility.
    • Support government briefings to share findings with OUSD(I&S) leadership, senior-level decision-making forums within the DoD, and other government stakeholders to inform decision-makers and drive employment considerations.

Requirements and Preferred Skills, Experience, Education and Credentials:

    • US citizen with TS/SCI US government clearance. Applicants who are not US Citizens and who do not have a current and active TS/SCI security clearance will not be considered for this role.
    • Bachelor’s degree from an accredited college or university is required.
    • Master’s degree in Operations Research or other applicable STEM degrees is highly desired.  Master’s degree from an accredited college or university is desired.
    • Minimum of eight years of experience in operations research or quantitative analysis while demonstrating proficiency in the development of measures of effectiveness and use of analytic tools and methodologies to assess effectiveness to inform executive-level senior leadership is required.
    • Minimum of three years of experience leading teams in the quantitative and qualitative data collection and analysis of large volumes of system performance data is highly desired.
    • The ability to present results to General Officer/Flag Officer/Senior Executive Service (GO/FO/SES) is highly desired.
    • Minimum of ten years of general experience in the military or Intelligence Community with demonstrated exposure to ISR capabilities is highly desired.  Fifteen years of general experience in the military or Intelligence Community with demonstrated exposure to ISR capabilities is desired.
    • Minimum of five years of experience working in an intelligence policy and oversight organization at the OSD, Service HQs, Combatant Command, Combat Support Agency, or Intelligence Community-level is highly desired.
    • Experience working within the context of ISR and military operations data and conducting multiple briefings at the executive-level (GO/FO/SES) is highly desired.
