Position Description
Redhorse Corporation is actively seeking an Artificial Intelligence (AI) Technology Acquisition Subject Matter Expert (SME) to join a Deputy Secretary of Defense-directed, OUSD(I)-led initiative to bring increased artificial intelligence capability to the Defense Intelligence Enterprise (DIE), primarily through the acquisition or development of computer vision algorithms capable of performing a number of automated tasks. The individual on this task will join a team of high performing individuals who desire to work on the cutting edge of AI and deep learning and make a transformational difference to the DIE.
Tasks, duties and responsibilities include:
- Providing professional support in conducting Federal acquisition management to include: acquisition planning assistance, including market research and recommending procurement strategy; acquisition document development, including cost/price estimates, quality assurance surveillance plans, statements of work, synopses, and solicitations.
- Providing expert assistance in supporting proposal evaluations, including price/cost analysis or technical proposal analysis; contract administration support services, including assistance with reviewing contractor performance, developing contract modifications, and investigating reports of contract discrepancies; contract close-out assistance. Knowledge of intellectual property licensing is preferred.
- Working with Prime contractors to provide overarching project implementation and AI development, to include onboarding new Prime contractors and planning with external contracting shops supporting the project.
- Strategically advising and drafting on documents in support of Subcontracts underneath the Prime contractors to provide AI development through commercial vendors along specific Lines of Effort (drafting Scope of Work documents and monitoring/overseeing evolution of these documents to Statements of Work for subcontractors).
- Engaging in strategic planning over multi-year horizons to develop a contracting network to accommodate both the program needs and program budget over the FYDP, including activities such as Industry Days.
Basic Minimum Requirements for Skills, Experience, Education and Credentials include:
- Current Top Secret SCI security clearance is required.
- Bachelor’s Degree and ten years of experience in any combination of, military/government/civilian, or contractor experience with Government or DoD is required; experience with Office of Secretary of Defense is highly preferred.
- Possessing enterprise-wide knowledge and familiarity with artificial intelligence work, engineering and integration, and/or acquisition lifecycle and management is required.
- Master’s Degree or Juris Doctorate from an accredited college or university in Business Administration, STEM or computer science/engineering is desired.
- Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification - Contracting (FAC-C) certifications are highly preferred.
- Experience with contract and Statement of Work writing is preferred.
- Ability to solve problems and make decisions is preferred.
- Ability to analyze and interpret data is highly preferred.
- Ability to examine/observe details is highly preferred.
