Reporting to the Senior Contracts Manager, the Subcontracts Administrator will be a highly organized, self-directed professional, with a solid track record of meeting and exceeding deliverables aligned with organizational objectives and goals.
Duties & Responsibilities:
· Under limited supervision, responsible for preparation and administration of subcontracts, task orders and subsequent amendments consistent with customer requirements, government regulations, and Significance procurement policies and procedures.
· Ensures compliance with all Federal Acquisition Regulations (FAR), FAR supplements, Defense Federal Acquisition Regulation Supplement (DFARs)
· Ensures, after subcontract award, the receipt, accuracy, and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to schedule, cost, and technical objectives.
· Perform subcontract administration activities to include preparing and negotiating subcontract documents, including task orders, performance work statements, and modifications
· Manage lower tier subcontractor and consultant vetting, startup/onboarding, awards, renewals, funding requests, administrative contractual modifications, issuing notice of terminations/roll-off and contract closeouts
· Attend monthly PMR’s (Project Monthly Reviews) and reporting supplier status
· Draft and review business development related agreements including, but not limited to teaming agreements, non-disclosure agreements, and consulting agreements
· Maintain monthly subcontractor FSRS reporting
· Submit Quarterly SRS and IFF payments
· Create, manage and track lower tier subcontractor and consultant PO’s in Unanet
Requirements, Qualifications, & Skills
- Minimum of five years of full-lifecycle subcontract management experience
- In-depth knowledge of the Federal Acquisition Regulation (FAR) and DFAR supplements
- Must have experience with complex contracting and negotiations, contract types CPFF, T&M, FP, FFP, and IDIQ with ability to generate and administer various subcontract award documents to include Cost Reimbursable, Firm Fixed Price and Time & Material awards.
- Proficiency in Unanet, MS Office Applications (Excel, Word, PowerPoint).
- Experience preparing and submitting ISR and SSR reports in the government’s electronic Subcontracting Reporting System (eSRS) is a plus
- Manage and maintain all insurance requirements with subcontractors to ensure insurance certificate compliance including maintaining annual certificate of insurance (COIs)
- Assist the Contracts department with compliance related to GSA Schedules and GSA sales reporting
- Perform close-out process as required
- Possess interpersonal skills to communicate effectively, collaboration mindset
- Excellent organizational skills with attention to detail
- Demonstrated ability to build strong relationships with vendors and internal stakeholders.
- Ability to coordinate and prioritize multiple projects in a fast-paced environment
- Exceptional negotiation skills and the ability to communicate effectively at all organizational levels.
- Bachelor’s degree in business or related field; 10 years professional level contract experience will be considered in lieu of a degree.
- Certified Contract Management Associate (CCMA) preferred
- Ability to obtain and maintain a DOE or DOD security clearance.
- Must be a U.S. citizen with no dual citizenship.
$85,000 - $105,000 a year
At Significance, your base pay is one part of your total compensation package and is determined within a range. Our pay ranges are based on the local cost of labor benchmarks for each specific role, level, and geographic location.
We carefully consider a wide range of factors when determining compensation, including but not limited to experience; job-related skill sets; relevant education or training; and other business and organizational needs. The salary range listed is for the level at which this job has been scoped. In the event that you are considered for a different level, a higher or lower pay range would apply. This position is also eligible for a comprehensive and generous benefits package.
