This task area provides support for the Planning, Programming, Budgeting, Execution, and Assessment (PPBEA)Reform efforts for the Marine Corps Community Services (MCCS) Program, now managed by the MCCS Installations Advisory Group (IAG). The primary goal is to capture the total cost of ownership of MCCS programs, identify funding shortfalls, and assess the risks of underfunding. Given that a significant portion of MCCS personnel and funding execution falls under MCICOM, the reforms aim to protect the interests of Installation and Regional Commanders and the Commander of MCICOM. Key responsibilities include supporting all phases of the PPBEA lifecycle—from planning and programming to execution and assessment—by developing and maintaining data-driven processes, facilitating stakeholder coordination, producing detailed reports, and planning events that support governance and decision-making.

Required Skills

    • Budgeting & Financial Analysis
    • Experience with APF/NAF programming and budgeting processes.
    • Ability to analyze and consolidate budgeting data for steady state processes.
    • Support in Mid-Year Reviews and performance monitoring processes. Data Management & Reporting
    • Strong skills in developing reports (e.g., Child Development Facility status, waitlists, IAG action items).
    • Familiarity with COLS dashboards, reporting requirements, and program-level analysis. Governance & Stakeholder Coordination
    • Ability to support MCCS governance transformation, including PPBEA working groups and in-progress reviews.
    • Experience organizing reform coordination meetings and maintaining documentation (e.g., POA&Ms, trackers, decision briefs). Meeting & Conference Support
    • Proficient in pre-event planning, on-site coordination, and post-event reporting for government and inter-agency events.
    • Capable of creating After Action Reports (AARs) and summarizing event outcomes. 
$77,000 - $86,000 a year
At Significance, your base pay is one part of your total compensation package and is determined within a range. Our pay ranges are based on the local cost of labor benchmarks for each specific role, level, and geographic location.
 
We carefully consider a wide range of factors when determining compensation, including but not limited to experience; job-related skill sets; relevant education or training; and other business and organizational needs. The salary range listed is for the level at which this job has been scoped. In the event that you are considered for a different level, a higher or lower pay range would apply.
