Who We’re Looking For (Position Overview:)
We are looking for a mid-level, Proposal Manager, with 4-6 years of hands-on experience leading proposal teams from start to finish. The ideal candidate will have government contracting experience, great interpersonal skills and the ability to multi-task efficiently, handle stress and pressure with grace and humor.  This position is hybrid and may require some days in the McLean, Office (Virginia). In addition to writing and managing proposal content, this role will contribute to proposal operations, process improvement, data-driven decision-making, and proposal management. The ideal candidate thrives in a fast-paced, deadline-driven environment, demonstrates strong writing and organizational skills, with the ability to manage teams, competing priorities, and deadlines, and seeks to improve processes that enhance efficiency and win rates. 

The Proposal Manager will demonstrate a firm understanding of the proposal and procurement process, actively participating in and occasionally leading pursuit teams to develop proposals and supporting materials that position Spry to win projects across various service lines. This is an opportunity to join a dedicated growth team responsible for securing the sales revenue that drives Spry’s continuous expansion. What Your Day-To-Day Looks Like (Position Responsibilities):

    • Reviews the RFP, develops the proposal schedule, writing assignments, and templates to include the proposal outline, Volume or section templates, compliance matrix, style guide, color team guidance, etc. 
    • Conducts the Proposal Kick Off meeting, disseminates proposal materials to the team and provides guidance on requirements, instructions, and evaluation criteria.   
    • Conducts regular status checks to assess progress.  Addresses potential issues in a timely manner.
    • Schedules, facilitates Color Reviews and maintains, tracks proposal task lists/action items. 
    • Conducts regular compliance reviews and provides recommendations that helps to make the proposal fully compliant and increases the proposal score. 
    • Authors sections such as Executive Summary, Resumes, Past Performance etc. when required.   
    • Provides desktop publishing and editing support.
    • Monitors release of Amendments. Reviews and ensures revisions from Amendments are incorporated in the proposal response 
    • Collaborates with the BD, Capture, Pricing, Contracts, Operations teams and Teammates to ensure timely development of proposal content.
    • Establishes and ensures configuration control is maintained at all times. 
    • Manages the production and final submission of the proposal.
    • Conducts lessons learned and proactively engages in addressing areas that need improvement.
    • Adopts, tailors and implements industry best proposal practices.
    • Leads the development and maintenance of proposal management repository and integration with the AI tool.
    • Creates templates, tools, and guides.
    • Provides support to the BD and Capture team.
    • Additional duties as assigned.

What You Need to Succeed (Minimum Requirements):

    • Full life-cycle proposal development and management experience with at least 3 years as Proposal Coordinator and Proposal Writer, preferably on Federal Government proposals 
    • Experience developing fully compliant proposal templates for all sections of the Proposal    
    • Experience authoring executive summaries, resumes, past performance section and/or other proposal sections. 
    • Experience working in a Small Business company, leading and / or supporting multiple opportunities at the same time  
    • Ability to handle multiple tasks, grace under pressure and excel in deadline-driven environment. 
    • Familiarity with or some experience working on task order proposals and large IDIQ , BPA proposals 
    • Experience using tools such as GovWin IQ, BGOV, Salesforce, Visible Thread, BETA.SAM.GOV, USASPENDING.GOV, DATA.GOV, FPDS-NG, SharePoint, Teams etc 
    • Expertise with MS Office suite (Word, Excel, PowerPoint, etc.), SharePoint and PDF programs 
    • Excellent oral communication and team management skills 
    • Excellent problem solving, analytical and time management skills. 
    • Ability to thrive, succeed and manage team effectively and efficiently in a remote environment 
    • U.S. Citizenship is required 
    • Candidate must be comfortable coming into the office in McLean on a hybrid work schedule.
