Job Title - CEI Contract Support Specialist

Stanley Consultants is looking to expand its Construction, Engineering, Inspection (CEI) team with the addition of a qualified CEI Contract Support Specialist (Resident Project Representative). This position will perform a variety of assignments requiring application of Florida Department of Transportation (FDOT) and Federal CEI project requirements, processes, procedures, and the application of FDOT and Federal standards and specifications. Work is performed under the general supervision of the CEI Project Administrator.
What You Will Be Doing:
- Prepare FDOT monthly progress and final estimate packages
- Control project documentation
- Input and review MAC [a FDOT system]
- Track shop drawings and submittals
- Support construction and consultant contract administration
- Prepare FDOT supplemental agreements and work orders
- Assist with construction claims analysis and critical path method (CPM) schedule review
- Prepare Final estimates
- Assist with the preparation of engineer’s estimate for claim negotiation purposes
- Ensure contractor compliance with Federal Equal Employment Opportunity (EEO) and Affirmative Action (AA), Disadvantaged Business Enterprise (DBE) requirements
- Ensure compliance with Local Agency Program (LAP) requirements
- Exercise independent judgment in planning work details and making technical decisions related to the office aspects of the project
- Receive general instructions regarding assignments and exercises initiative and independent judgment
- Prepare project reports as needed
- Attend construction meetings with client and contractors
- Perform other duties as assigned
Required Qualifications:
- Education: High school graduate or equivalent.
- Experience:
- *For candidate with Engineering, Engineering Technology, or Construction Management degrees - No prior experience is required.
- *For candidate without Engineering, Engineering Technology, or Construction Management degrees - Four (4) years of CEI experience having performed/assisted in project related duties (i.e., Materials Acceptance and Certification (MAC) System input, progress and final estimates, EEO compliance, processing Construction Contract changes, etc.).
- Proficient with Microsoft Office (Excel, Word, PowerPoint)
- Familiar with FDOT systems and procedures; MAC, Hummingbird, ProjectSolve
- Shall become proficient in Trimble Business Center - Heavy Construction Edition (HCE) or approved surface to surface comparison software and Engineering Menu
- Excellent visualization, communication, and documentation skills
- Aptitude to act as a positive representative of the Stanley Consultants, Inc. core values and an active participation in an outside professional organization or internal Stanley committees
- Familiar with FDOT’s procedures covering project related duties as stated above and proficient with the computer programs necessary to perform these duties
- Certification: CTQP Final Estimates Level II
Additional Responsibilities:
- Communicate effectively in English (verbally and in writing)
- Exercising independent judgment in planning work details and making technical decisions related to the office aspects of the project
- Familiarity with the Department’s Procedures covering the project-related duties as stated above and proficient in the computer programs necessary to perform those duties
- Become proficient in Trimble Business Center - Heavy Construction Edition (HCE) or approved surface to surface comparison software and Engineering Menu
- Proficiency is the knowledge and expertise to:
- Understand which surfaces are needed from the designer
- Understand the survey data from the field
- Prepare the survey data as needed for use in the software
- Generate accurate earthwork quantities from the software

The Contract Support Specialist position requires the ability to work at and easily maneuver around construction sites in various weather conditions. The position will require performing work throughout the State of Florida. Work hours of this position may vary week to week as we are required to work at all times that the general contractor is on-site performing substantial work activities. This position will be required to operate a company vehicle. A mandatory prerequisite to operating a company vehicle is maintaining an acceptable driving record.
Stanley’s Approach to Flexibility
While some members choose to work out of their local office on a full-time basis, we offer a hybrid schedule for eligible positions consisting of two days a week in the office, two days a week remotely, and Friday being a flexible day that can be worked either in the office or at home. Eligible roles can also offer a compressed workweek schedule. Members who participate will be assigned a 9/80 work schedule, meaning every other Friday off!
