SteerBridge is seeking an experienced IT Project Manager to lead technical coordination and
delivery efforts in support of our Modern Disability Claims (MDC) project. This initiative is
focused on modernizing claims processing systems for the Department of Veterans Affairs
(the “VA”) to enhance security, reliability, and operational efficiency in service of our nation’s
veterans. This role is critical to advancing smart, structured representation of evidence related to
service connections and diagnoses, improving claims accuracy, examiner efficiency, and Veteran
outcomes.
The IT Project Manager will manage cross-functional Agile teams responsible for developing
solutions that surface well-structured, context-aware clinical and service evidence to claims
processors and examiners. The IT Project Manager will lead system modernization initiatives that
unify medical, service, and diagnostic records, streamline workflows, and align with VA enterprise
data standards.

Required Skills and Qualifications
- Must be a U.S. Citizen.
- Bachelor’s Degree in Computer Science, Information Technology, Mathematics, or a related field (required). Master’s Degree or PhD in Computer Science, Information Technology, Mathematics, or a related field (preferred).
- An active Secret security clearance or the ability to obtain one is required.
- 15+ years of experience in IT project/program management with at least 5 years of experience supporting federal or healthcare-related clients.
- Proven ability to manage Agile teams and lead projects across planning, execution, and delivery phases.
- Strong understanding of VA systems, medical claims workflows, and structured data representation.
- Experience with requirements management, sprint planning, and cross-team collaboration.
- Exceptional communication, documentation, and leadership skills.
- Deep understanding of Agile/Scrum methodologies and tools.
- PMP Certification and/or Certified Scrum Master (CSM).
- Experience with VA’s VBMS, VistA, or MDE platforms.
- Familiarity with clinical data standards and ontologies (e.g., SNOMED CT, LOINC).
- Background in health informatics or data-driven decision support systems.
- Experience integrating structured evidence and unstructured data sources in cloud-native environments.
- Drive VBMS integration initiatives with a focus on modern claims transformation and data interoperability.
- Oversee the development and maintenance of tools that structure evidence data for clear presentation to examiners and adjudicators.
- Collaborate with stakeholders to identify, capture, and prioritize system requirements aligned with the VA’s disability evaluation process.
- Coordinate planning, sprint execution, release management, and backlog grooming across Agile teams.
- Lead daily stand-ups, sprint retrospectives, and stakeholder reporting to track progress, manage risk, and ensure delivery alignment.
- Interface with enterprise tools and environments including Jira, Confluence, GitLab, and VA claims infrastructure.
- Ensure compliance with VA security, privacy, and interoperability standards across all project deliverables.
- Support the integration of AI/ML and rules-based decisioning tools to improve automation of claims review and document interpretation.
- Promote team empowerment and mentor team members in Agile practices and continuous improvement.
