SteerBridge Strategies is seeking a Senior Business Analyst to support the Modern Disability Claims within the Veterans Benefits Administration (VBA). This role plays a critical part in the transformation of VBA’s claims adjudication process by documenting current business rules, translating complex VA benefit processes into automation-ready formats, and serving as the key liaison between stakeholders and engineering teams.
The Senior Business Analyst will be responsible for eliciting and analyzing business requirements, mapping them into structured logic (e.g., decision tables, flowcharts, or BPMN diagrams), and validating them with VA subject matter experts. You will collaborate closely with developers, testers, and program leadership to ensure process automation aligns with business intent and meets all stakeholders’ expectations.

Required Skills and Qualifications
- Bachelor’s or Master’s degree in business Analysis, Information Systems, Operations Management, or a related field.
- 10+ years of experience in business analysis supporting complex federal IT or business transformation programs.
- Deep understanding of VA disability compensation processes and federal benefits workflows.
- Demonstrated experience creating BPMN diagrams, decision tables, and other structured documentation formats for automation.
- Experience translating complex business rules into clear, testable logic for technical implementation.
- Strong collaboration skills and ability to engage both business and technical stakeholders.
- Proficiency with tools such as Confluence, Jira, Visio, and Microsoft Office Suite.
- PREFERRED SKILLS:
- Familiarity with Veterans Benefits Administration (VBA) and Veterans Health Administration (VHA) data, policies, and systems.
- Experience working on healthcare automation or claims processing initiatives within federal programs.
- Knowledge of FHIR, Blue Button, or CCDA data standards is a plus.
- Understanding of software development life cycles (Agile or Hybrid methodologies) and automation project workflows.
- Gather, document, and analyze detailed business requirements from stakeholders within the VA.
- Break down complex VBA claims processes into discrete decision points and logical conditions (e.g., IF/THEN logic).
- Develop and maintain Business Requirements Documentation (BRDs) and Functional Requirements Documentation (FRDs) using tools such as Confluence, Jira, and Visio.
- Create process models, decision tables, and BPMN diagrams to define and visualize automation logic.
- Translate business logic into pseudocode, logical mappings, and test scenarios for development and QA teams.
- Validate business rules and workflows with subject matter experts to ensure accuracy and completeness.
- Ensure business rules align with VA policies and performance goals, especially those tied to Disability Benefits Questionnaires (DBQs) and automation tools like Automated Decision Support (ADS).
- Collaborate with cross-functional teams including engineers, testers, and product managers to support iterative automation development.
- Assist in defining acceptance criteria, test plans, and use cases to verify successful implementation of business logic.
RESPONSIBILITIES
$150,000 - $160,000 a year
A salary commensurate with background and experience will be offered.
