Project Overview:
This role supports the digital transformation of mission-critical federal systems through the development and delivery of secure, scalable solutions built on Microsoft Power Platform and Dynamics 365. The ideal candidate blends deep technical expertise with proven project collaboration and leadership experience to drive the successful implementation of modern, user-centered applications in an agile DevSecOps environment.
 
As a Technical Project Manager on our solution delivery team, you will have the unique opportunity to support the development, engineering, or business analysis for projects advancing the digital transformation of critical government systems with true mission impact.  Our delivery teams are driven to explore new ideas and technology, and care deeply about collaboration, feedback, and iteration. We follow agile practices, embrace DevSecOps standards to “automate-first”, use modern tech stacks, and constantly challenge each other to grow and improve.  
 
Technical members of our solutions teams require different levels of guidance, but love to learn, collaborate, and solve problems. This position requires experience, curiosity, and a strong desire to solve our customers’ unique technological challenges. 

The Technical Project Manager (TPM) will serve as the primary delivery lead across platform development, client engagement, and agile execution. The TPM role requires a rare combination of hands-on Power Platform technical skills, agile delivery leadership, and federal program experience. This position is responsible for writing product specifications, creating and executing against the project plan, proactively mitigating risks, and managing the software development life cycle from inception to production launch and postproduction support. You will work closely with business stakeholders, developers, and analysts to define project requirements, establish technical vision, roadmaps, and ensure successful design, build, and deployment of enterprise solutions.
 
Core Responsibilities:
Project Leadership
·        Provide technical leadership and strategy for the development of enterprise applications. 
·        Assess business needs and capture priorities 
·        Lead the planning and execution of enterprise-level Power Platform and Dynamics 365 solutions for federal agencies.
·        Manage project scope, schedule, budget, and quality across technical delivery teams.
·        Serve as the primary point of contact with government clients and stakeholders, facilitating meetings, demos, and reporting.
  
Technical Strategy & Oversight
·        Guide architectural discussions, recommend solution patterns, and validate alignment to modern cloud-native standards.
·        Drive development of PoCs, MVPs, and full-scope releases using Power Apps (Canvas and Model-driven), Power Automate, Power Pages, and Dataverse.
·        Ensure successful integration with external systems using Azure Functions, REST APIs, Logic Apps, and other Azure services.

Agile Delivery
·        Lead daily standups, sprint planning, backlog grooming, and retrospectives as Scrum Master.
·        Oversee technical teams using Azure DevOps or Jira; track user stories, tasks, and deliverables.
·        Facilitate UAT and validation cycles to ensure stakeholder satisfaction and solution alignment.

Collaboration & Documentation
·        Partner with developers, analysts, and UI/UX designers to clarify requirements and document outcomes.
·        Contribute to user guides, SOPs, training plans, and other system documentation.
 
Required Skills:
·        10+ years of project and program management experience in IT consulting or software delivery.
·        7+ years of technical development experience using Power Platform (Canvas/Model-driven apps, Dataverse, Power Automate) and/or possess coding skills that let you discuss and debate key architectural decisions alongside the engineering team. 
·        Strong understanding of Power Platform integration capabilities with Azure and third-party systems.
·        Demonstrated experience delivering Microsoft platform solutions (Dynamics 365, Power BI, SQL, Azure) in a federal context.
·        Proven ability to manage cross-functional teams and drive agile software development.
·        Exceptional communication and stakeholder engagement skills.
·        PMP or equivalent Project Management certification.
 
Preferred Skills:
·        Microsoft Certifications in Power Platform, Azure, and/or Dynamics 365.
·        Project Management Professional (PMP) certification.
·        Agile certification (Scrum Master, SAFe, or PMI-ACP).
·        Experience supporting U.S. Federal Government programs.
Active DoD clearance or DHS HSPD-12.
