Assistant Property Manager (Chelsea Legacy)

WinnCompanies is looking for an organized, agile, Spanish speaking Assistant Property Manager to join our team at Chelsea Legacy, a 119-unit affordable housing and commercial property located in Chelsea, MA.

In this role, you will support the Property Manager in managing all aspects of the community, including leasing, affordable compliance, accounts receivable, accounts payable, service requests, and customer service. Hands on experience working with LIHTC and/or Section 8 certifications is required.

This opportunity offers a regular business hour schedule: Monday through Friday 8:30am - 5pm.

Responsibilities

    • Perform all aspects of apartment leasing such as assisting with the management of the wait list, touring with prospective residents, processing applications for compliance with multiple programs, and completing new resident orientation at the time of the move-in.
    • Maintain occupancy and program compliance by processing annual and interim recertifications in compliance with WinnCompanies guidelines, local, state, and federal regulations. The Occupancy Specialist position takes the lead role on recertifications.  
    • Ensure property compliance by maintaining the compliance percentage for Low Income Housing Tax Credit, or any other applicable programs.
    • Manage resident correspondence and recertification notices.
    • Work with the WinnCompanies compliance department to investigate/resolve TRACS errors.
    • Prepare the property, resident files, property binders, and office for audits and inspections.
    • Review monthly and quarterly reports and address discrepancies.
    • Monitor collections, post rent payments, and enforce the collection policy.
    • Assist in physical and financial management under supervision of the Property Manager.
    • Respond to resident issues and complaints in a timely manner.
    • Assist with annual or periodic unit inspections.
    • Act as Property Manager in manager’s absence.
    • Perform all duties while generating interest and enthusiasm about the property by creating an exceptional customer experience.

Requirements

    • High school diploma or GED equivalent.
    • Minimum of 1 year of relevant work experience.
    • 1 - 3 years of similar experience with LIHTC and/or HUD Project Based Section 8.
    • Less than 1 year of supervisory experience.
    • Experience with various computer systems, including Microsoft Office.
    • Outstanding verbal and written communication skills.
    • Excellent customer service skills.
    • Superb attention to detail.
    • Willingness to learn and be trained.
    • Ability to multi-task in a fast-paced office environment.
    • Ability to work with a diverse group of people and personalities.

Preferred Qualifications

    • Associate's degree.
    • Bilingual in Spanish and English.
    • Experience in property management.
    • Experience with new construction lease ups.
    • Experience with Yardi or RealPage property management software.
    • Experience administering Affordable Programs such as Low Income Housing Tax Credit (LIHTC), Tax Exempt Bond, HOME, HPTF, or other state or local programs that may apply to this property.
    • Certifications in HUD property management such as: CPO, COS, NAHP.  LIHTC property management such as: SHCM, TCS, C3P, HCCP, NAHP.
