World Relief Burundi seeks a Business Development Manager who will be responsible for development and dispatch of funding proposals for potential project awards in World Relief Burundi. The postholder provides leadership to pulling together bid materials (proposals, presentations and concept notes), coordinating bid team inputs, reviewing other proposals and supporting capacity building and training of other staff on proposal development.

Role & Responsibilities

    • Proposal development
    • Coordinate the Go/No-go decisions with senior management team for potential project funding
    • Produce and maintain proposal development plan, track timelines, ensuring, and facilitating coordination amongst proposal development teams
    • Initiate proposal development team and facilitate proposal kick-off meetings
    • Coordinate roles and responsibilities and agree on timeframes for proposal development. 
    • During the proposal development process, lead in key communications between World Relief Burundi and the potential donor
    • Notify senior management reviewers and approvers of upcoming proposal, timelines, as well as deadlines for approvals and submissions
    • Contribute to or participate in the internal proposal design workshops as needed
    • Review donor compliance resources, provide guidance on the donor compliance issues to all relevant staff and ensure the right templates are used
    • Coordinate closely with other staff as well as other stakeholders to support development of accurate proposal budget and assess whether all necessary costs have been included
    • Review proposal budget and narrative to ensure consistency and highlight any revisions required
    • Check that all concept notes and proposals follow internal procedures and are compliant with internal and donor standards
    • Coordinate the internal review process and sign off of  the full proposal pack to ensure it is of high quality and complete according to specifications in the RFP
    • During the proposal review and negotiation stage, facilitate the revisions and ensure timely submission of the proposal
    • Submit full package of proposal to potential donor and share final submission with all relevant staff when submitted
    • Coordinate the after-action internal review within 1 week of proposal submission 
    • Regularly visit websites of key donors and identify funding opportunities
    • In collaboration with MEAL Manager, HO TAs and BD person, plan and conduct programs, assessments and surveys and feed assessments results into proposals   
    • Donor compliance
    • Understand donor compliance requirements relating to award portfolio and ensure deadlines are met
    • Support project managers and staff with preparation and facilitation of effective awards kick off meetings
    • Plan and deliver training and capacity building related to awards management/donor compliance as required
    • Ensure potential issues and amendment requests are flagged promptly to WRB management then to donors. Prepare donor waiver/derogation requests.
    • Ensure that all appropriate donor formats are available and staff have a clear understanding of donor requirements/expectations throughout the award cycle
    • Train and support staff in proposal development, donor compliance and reporting
    • Provide clear and concise guidance for proposal development team for each proposal process
    • Provide clear and concise guidance for proposal development team in donor reporting and compliance requirements for each successful project
    • Develop and implement training programme for proposal development team in good practice in proposal development
    • Manage portfolio team to ensure all key stakeholders have the up to date donor formats and guidelines and are orientated to them.  Communications and visibility
    • Edit, as needed, written materials originating from WRB to ensure quality of outgoing documents to donors and other stakeholders.
    • Designing and producing visibility materials for a wide and varied audience in required language at quarterly.
    • Identify and fulfill the visibility requirements facilities;
    • Identify new communications platforms and ideas to engage donors and other key stakeholders
    • Collaborate with M&E team to collect data and facts for the implact of World Relief Burundi to share with donors to keep them updated and engaging.

Knowledge, Skills, & Abilities

    •  5 years at senior officer level, and 2 years at manager level in a non-governmental organization in: fundraising, proposal development, programs operations and or programme development and quality
    • Experience of working with key donors such as USAID, UN agencies, World Bank, European Union etc. to secure and/or manage funding.
    • Experience of building networks resulting in securing new opportunities for the organization
    • Strategic thinking skills to develop highly ambitious business strategies and the track record of delivery. Ability to analyze information, evaluate options and to think and plan strategically.
    • Experience and knowledge of programme/project management; financial, budget and grants management; and people management.
    • Experience and knowledge of the thematic priorities of the programs in WRB: agriculture and livelihoods, health and nutrition, economic empowerment, education and skills development.

    • Bachelors degree in development administration, public administration, social sciences, project management, business administration, or any relevant field
