ORGANIZATION SUMMARY

POSITION SUMMARY:
World Relief seeks a Design, Monitoring, Evaluation, Accountability, and Learning (DMEAL) Officer to guide the quality of US Programs work. This position will drive the technical excellence and execution of the DMEAL framework. Primary responsibilities include supporting programmatic areas in quality practices of DMEAL, office DMEAL capacity building, operationalizing DMEAL frameworks and strategy, and support accountability and learning across US offices.   

The ideal candidate will design and implement a scalable DMEAL engagement strategy that guides U.S. offices in strengthening their impact measures and reporting, demonstrating continuous improvement in community engagement and programmatic outcomes. 

ROLE & RESPONSIBILITIES:

    • Strategic Guidance and Design  
    • Drive DMEAL across US Programs ensuring the coordination, harmonization and implementation of DMEAL activities among US Programs team and US Offices. 
    • Ensure DMEAL systems, activities, processes, and performance are effectively coordinated to inform timely decision making. 
    • Analyze program designs to establish structured, evidence-based adaptation processes that integrate meaningful church and community engagement into both program activities and outcomes. 
    • Work alongside the Impact Data Manager to ground programming in client-informed data, feedback loops, and meaningful outcomes.  

    • Technical Assistance  
    • Provide technical support to national and local US Program teams to adopt and implement DMEAL across programming, including establishing quality outcomes and developing tools and checklists to monitor program activities in alignment with the DMEAL framework. 
    • Support US Offices in developing monitoring and evaluation plans for new projects, including defining appropriate output, outcome, and impact indicators in collaboration with the Impact Data Manager. 
    • Support the piloting of new US Programs initiatives or fundraising approaches with high replication potential. 

    • Coordination, communication, and capacity building  
    • Convene regular meetings with technical leads and cross-functional stakeholders (e.g., US Programs leads, Divisional Directors, Program Officers) to track DMEAL progress, assess program performance, and support implementation of DMEAL across US Offices. 
    • In collabortion with national US Programs leads and the Impact Data Manager, develop and implement a US Office M&E capacity-building strategy, including training plans, resources, and remote sessions, to enhance staff skills in data collection, management, and analysis. 
    • Coordinate across departments to ensure alignment with enterprise-level frameworks and lead the DMEAL Community of Practice (CoP) to share updates, foster cross-office learning, and promote adherence to organizational standards. 

    • Monitoring, Evaluation and Process Improvement 
    • Ensure all DMEAL plans include strong monitoring, accountability, and learning components, and support ongoing improvement of data systems, alongside the Impact Data Manager. 
    • Coordinate with US Offices and relevant teams to maintain feedback mechanisms (e.g., FaceUp, surveys, assessments) and strengthen learning systems that capture, share, and apply lessons learned to improve program design and implementation. 
    • Collaborate on a research agenda with other staff, leading evaluations on program relevance, effectiveness, and impact. 
    • Promote evidence-based reporting and advocacy through data analysis and regular learning activities (Peer Learning, Reporting Meetings, Training sessions, lunch and learn calls, etc.) 

JOB REQUIREMENTS:

    • Mature and personal Christian faith
    • Committed to the mission, vision, and values of World Relief
    • Desire to serve and empower the Church to impact vulnerable communities
    • Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Evangelicals For the Health of The Nation document
    • Prior experience working in nonprofit, humanitarian, refugee resettlement, or immigrant integration settings preferred  
    • Excellent written communication and tool/resource development skills  
    • Project management skills, including ability to manage complex timelines, milestones, and stakeholder input  
    • Strong understanding of program logic models, Theories of Change, and logframes  
    • Working knowledge of monitoring and evaluation practices in humanitarian or social service programs  
    • Familiarity with Asset-Based Community Development (ABCD), participatory assessment methods, and qualitative/quantitative data collection tools  
    • Some possible domestic travel required (15%)   

PREFERRED QUALIFICATIONS:

    • Knowledge of community assessment and stakeholder analysis through the lens of cross-cultural facilitation,   
    • Comfort with ambiguity and iterative processes; ability to adapt project plans based on feedback and changing circumstances  
    • Lived experience and/or working with refugees and immigrants  
    • Demonstrated acumen in designing and facilitating conversations group-learning   
    • Ability to lead and connect vision to strategy to implementation to metrics   
    • Leadership experience in program development and management  
$52,000 - $55,000 a year
