We are seeking a Systems Engineer with strong project management skills to provide the engineering and project management in support of DCS TTO.

We are seeking a systems engineer with experience working on software engineering teams to help with the design, implementation, and maintenance of complex and mission important systems. This role will be responsible for the shaping the modernization efforts for the program and take advantage to new technologies and innovative solutions.

Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Communicates with other program personnel, government overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288:

•Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal;
•Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement;
•Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management;
•Agreement Process Area - Acquisition and Supply.

Capabilities

    • Design, document, and develop high quality, scalable solutions, and secure software execution.
    • Collaborate with the section system architecture with the systems current design, future design and how to bridge between the two.
    • Collaborate with cross functional teams of varying skills and abilities to integrate software components into a functional system.
    • Assist in discussions and documenting steps needed to migrate systems off MASH services and onto C2S (AWS)
    • Monitor system performance and provide feedback and solutions to optimize performance and improvements.
    • Collaborate with teams and customers to capture requirements for designing new systems and optimizing existing systems.
    • Report up to senior leadership on status and progress updates.
    • Provide recommendations and shape the direction of development to leverage modern technologies and techniques.

Required Qualifications

    • TS/SCI with Agency Appropriate Polygraph
    • A Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus fifteen (15) years of systems engineering experience. 
    • OR
    • A High School Diploma or GED plus nineteen (19) years of general systems engineering experience (any Process Area). 
    • OR
    • A Master’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience. 
    • OR
    • A PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus thirteen (13) years of systems engineering experience.

Required Technical Skills

    • Has Operational experience with value delivery using Agile methodologies of Project Management
    • Understanding the Agile framework and is experienced managing a team using scrum ceremonies
    • Familiar with Release Planning, Sprint reviews and Scrum of Scrum artifacts
    • Familiar with the Customer mission and architecture
    • Collaborating with the team and stakeholders including Senior Program Leadership on establishing team goals and priorities
    • Able to review provide sound requirements and feedback
    • Able to translate customer requirements and prioritize the requirements into proper development order.
    • Experience leading meetings, meeting documentation and tasking team members
    • Preferred experience leading software development teams building enterprise applications.
    • Possesses strong communication and presentation skills, excellent people skills and skills to remove team impediments
    • Has used Atlassian products such as Confluence and Jira to support workflow management
    • Excellent time management and organizational skills

Desired Technical Skills

    • Previous experience as a Product Owner in an Agile environment
    • Experience working in a Scaled Agile Framework environment (SAFe)
    • Prior experience leading software development teams
    • Proven experience developing Enterprise Web Applications
    • Able to manage the teams commits, merges and pushes in Git and organize those processes
